FCC Docket 04-186 White Spaces: The Commission is conducting a proceeding in ET Docket No. 04-186 to consider authorizing the operation of new, low power devices in the TV broadcast spectrum at locations where channels are not being used for authorized services, including broadcast television, broadcast auxiliary services such as wireless microphones, and private land mobile radio (primarily public safety). FCC Docket 07-198 and 07-42 Cable Wholesale Bundling/Sec. 616 reform: Meetings regarding independent cable channels who have been discriminated against because they include programming that competes with cable channels owned by cable operators. The goal is to urge the FCC to use it's authority to ensure these independent programmers and small cable operators are not being unfairly discriminated and to correct any malfeasance they identify. Class A LPTV Must Carry (MB Docket No. 07-294): Meetings regarding the FCC plan to issue a Notice of Proposed Rulemaking at its upcoming Oct. 15 public meeting on whether to grant Class A stations, full-power status. This rule would avoid unnecessary displacement of low power television stations (LPTV) that provide substantial local programming to their communities. Economic stimulus. Meetings regarding the forthcoming economic stimulus bill and proposed 6 billion dollar allocation to U.S. broadband. Local Community Radio Act of 2007 (HR 2802): This bill opens the dial to more Low Power FM radio stations. These stations are community driven and locally oriented, providing news and information often ignored by mainstream radio. Tax Certificate Bill: Meetings regarding a proposed Tax Certificate Bill which would restore the late lamented minority tax certificate. The mechanism was killed in 1995 due to alleged abuses, but is still widely seen as one of the best tools for promoting socially-disadvantaged business (SDB) broadcast ownership in the government's arsenal. The Menendez bill would provide for $350M over six years in tax credits that would go to companies selling communications properties to socially-disadvantaged businesses. Universal Broadband: Meetings regarding prospective broadband legislation to ensure that all American receive affordable universal broadband in a timely manner.

FCC Docket 07-195 AWS-3 Spectrum Auction Rules The Federal Communications Commission (FCC) released the full text of a Notice of Proposed Rulemaking (NPRM) in WT Docket No. 07-195 seeking public comment on the proposed service rules for the 2155-2175 MHz band (AWS-3), which has been allocated for fixed and mobile services, including Advanced Wireless Services (AWS). The FCCs action seeks to define the terms under which 20 MHz of new spectrum will be made available for advanced wireless services, including wireless Internet access and other wireless voice and high-speed data services. The NPRM also sets the stage for another round of the wireless open-access debate that played a key role in the FCCs approach in creating rules for the much-anticipated auction of 700 MHz spectrum. Media ownership An amendment was attached to the appropriations bill which would restrict funding for the FCC to execute its new cross-ownership rule, thereby effectively nullifying the rule for the life of the appropriations bill.
