SRM supports the Bureau of Land Management in establishing a more aggressive and effective management plan that will maintain the continued existence of a thriving natural ecological balance between the country's rangelands and the wild horses and burros that they support. SRM supports the Natural Resources Conservation Service and their directive to address soil health, the Soil Health Initiative.SRM participated in the recent BLM Adivsory Board meeting which took place in Wyoming, August 2014 and focused on the issue of wild horse and burros. An SRM member was selected to speak and present to the Board and attendees regarding range health as it pertains to the issue. SRM's involvement in the meeting focused on providing the best science available as it pertains to the issue and the ongoing impact of the wild horse and burros population to the nation's rangelands. SRM opposes the Corolla Wild Horses Protection Act H.R. 126 that passed the House and will now be considered in the Senate as it directs mandatory management of "wild horses and burros" on national refuge land which will impact current ecological stability of the area. SRM opposes any halt by the BLM in the gathers of wild, free roaming horses and burros. SRM supports the Healthy Forest Management and Wildfire Prevention Act H.R. 818 which allocates additional directive for action and decision on the local level when it comes to managing a national forest area. SRM supports addressing this issue within the Senate. SRM supposts the USCA-NRCS as they look to broaden the scope of the Soil Health Initiative in order to include Range Health.

Support for the President to continue using his authority to designate National Monuments to protect places of significant ecological, historical, and cultural value.Opposition to H.R. 1256, the Restoring Healthy Forests for Healthy Communities Act, H.R. 1294, the Self-Sufficient Community Lands Act of 2013, and a draft bill entitled the O&C Trust, Conservation, and Jobs Act, all of which would mandate intensive logging or would create timber trusts to maximize revenue production for counties. Opposition to H.R. 818, the Healthy Forest Management and Wildfire Prevention Act, and H.R. 1345, the Catastrophic Wildfire Prevention Act of 2013, which purport to address wildfire by eviscerating longstanding common sense protections. Opposition to all other efforts to undermine the Antiquities Act. Opposition to H.R. 2642, the Federal Agriculture Reform and Risk Management Act of 2013 (also referred to as the House Farm Bill) that contains radical and far-reaching anti-environmental provisions and unrelated riders. Support H.R. 139, the Udall-Eisenhower Arctic Wilderness Act that would protect the Arctic National Wildlife Refuge as wilderness.Encourage DOI to conduct a thorough, comprehensive anaylsis of 2012 Arctic Ocean drilling operations, especially given the serious technical and decision-making problems Shell encountered. Support for the President to continue using his authority to designate National Monuments to protect places of significant ecological, historical, and cultural value. Opposition to any legislation that would undermine the Presidents authority under the Antiquities Act to protect objects of historical, cultural, and environmental value. Opposition to H.R. Support for finalizing the Comprehensive Conservation Plan for the Arctic National Wildlife Refuge that includes a Wilderness recommendation for the Coastal Plain. Opposition to certain border security provisions contained in S. 744, the Border Security, Economic Opportunity, and Immigration Modernization Act, that eliminate the rule of law, elevate fencing over other security measures, and institute unnecessary provisions. Support for amendment No. 1318 to S. 744, the Border Security, Economic Opportunity, and Immigration Modernization Act, which would remove provisions that eliminate the rule of law, elevate fencing over other security measures, waste taxpayer money, and are unnecessary. Opposition to the Corker-Hoeven amendment to S. 744, the Border Security, Economic Opportunity, and Immigration Modernization Act, which would unnecessarily mandate the construction of hundreds of miles of additional double layered walls along the Southwest border and thus cause tremendous damage to the land, wildlife and communities. Support for the science-based Northwest Forest Plan, whose key pillars are at risk of being dismantled by individual National Forest management plans. Opposition to section 8203 of S. 10, the Agriculture Reform, Food, and Jobs Act of 2013, which would dramatically increase the areas of our National Forest System that can be treated with hazardous fuel reduction projects using HFRAs minimal and expedited environmental review, public participation, administrative appeal process, and judicial review provisions. Opposition to H.R. 740, the Southeast Alaska Native Land Entitlement Finalization and Jobs Protection Act, which would give away 70,075 acres of land from the Tongass National Forest to Sealaska Corporation land that is predominantly outside of the authorized withdrawal areas that the Sealaska Corporation can currently select from pursuant to the Alaska Native Claims Settlement Act of 1971. Support for the Department of Agriculture initiating a forest management plan amendment for the Tongass National Forest that will assure a rapid and durable transition out of the existing large-scale old growth logging program.

S. _________ (Wyden) To restore forest landscapes, protect old growth forests, and manage national forests in the eastside forests of the State of Oregon, and for other purposes. Lobbied for passage of this bill. Agriculture Reform, Food, and Jobs Act of 2013 (S. 10): Opposed to section 8203 which dramatically increases the areas of our National Forest System that can be treated with hazardous fuel reduction projects using HFRAs minimal and expedited environmental review, public participation, administrative appeal process, and judicial review provisions. The provision also fails to require compliance with HFRAs critically important safeguards that protect ecologically sensitive areas, such as old growth stands and designated wilderness. This provision authorizes and incentivizes projects in remote backcountry areas of our national forests, thereby diverting increasingly scarce resources away from forest-adjacent communities (otherwise known as the wildland-urban interface area or WUI) and potentially increasing fire risk for such communities. Opposed these three bills which strive to reinstate the discredited system of logging to generate revenue for counties. This mechanism was eliminated over a decade ago with the creation of the Secure Rural Schools program. H.R. 1294, (Labrador), H.R.____ (Hastings) and H.R.____ (DeFazio), would effectively privatize our federal forest lands by creating legally binding fiduciary trusts for the sole purpose of providing revenues to counties. The result would be industrialized clearcuts across the landscape as this would be the most efficient way to meet the mandated intensive logging targets (at least 50% of the Federal Forest Reserves (Hastings) or obligations to maximize revenues. Industrialization of public lands will damage watersheds and pollute drinking water, putting our western water supply at risk, as over 50% of fresh water supplies in the West come from federal forests. Intensive logging and other extractive practices dumps sediment into rivers, that can increase costs for local water utilities, cause erosion and can alter the timing of water availability. (H.R. ___, DeFazio) would sidestep or limit the application of the Endangered Species Act (ESA) or the Clean Water Act. H.R. 1294, Self-Sufficient Community Lands Act of 2013 (Labrador) H.R. ____, Restoring Healthy Forests for Healthy Communities Act (Hastings) H.R. ____, O&C Trust, Conservation, and Jobs Act (DeFazio, Walden, Schrader) Opposed the following two bills which provide vast new authorities that eviscerate longstanding common sense protections. These bills would open up bigger areas of our national forests and public lands to be logged and developed for virtually any purpose-in many cases regardless of whether such projects effectively address fire, insects, or other threats. H.R. 818, (Tipton), allows clearcutting without proper environmental analysis. - H.R. 818, Healthy Forest Management and Wildfire Prevention Act (Tipton) - H.R. 1345, Catastrophic Wildfire Prevention Act of 2013 (Gosar) Northwest Forest Plan: Advocated to maintain protections under the Northwest Forest Plan. Northern Spotted Owl: Engaged in critical habitat determination for the northern spotted owl. Marbled Murrelet: Advocated for protection of marbled murrelet habitat. Advocated for using watershed restoration and avoided costs methodology to protect clean water mandates for federal lands.
