H.R.777 by U.S. Rep. James F. Sensenbrenner provides for a comprehensive assessment of the scientific and technical research on the implications of the use of mid-level ethanol blends, and for other purposes. HR 1315, RFS Reform Act of 2017, by U.S. Rep. Robert Goodlatte to amend the clean air act to eliminate requirements under the renewable fuel program, to prohibit the Administrator of the EPA from approving the introduction into commerce gasoline that contains greater than 10% volume percent ethanol. HR 1315 (RFS Reform Act of 2017): 55 cosponsors, AMA raised concerns with the EPA regarding an E15 Misfueling Mitigation Plan, 2018 Renewable Volume Obligation and Reid Vapor Pressure. HR 5855 Scott Austin (R-GA8)-Requres the Administrator of the Environmental Protection Agency to revise labeling requirements for fuel pumps that dispense E15 and for other purposes. HR 5212 Sponsored by U.S. Rep. Peter Welch (D-VT) and S 2519 Sponsored by Tom Udall (D-NM) are companion bills called the "Growing Renewable Energy through Existing and New Environmentally Responsible Fuels Act (The GREENER Fuels Act). They amend the Clean Air Act to reform the renewable fuel program under that Act, and for other purposes. It caps the nation's fuel supply at 9.7% ethanol requiring the EPA to prioritize the use of cellulosic biofuel ahead of other biofuels when determining volumes below the blend wall levels. Consumer and Fuel Retailer Choice Act is sponsored by U.S. Rep. Adrian Smith (HR 1311) and by U.S. Senator Deb Fischer (S 517). The bill would extend the Reid vapor pressure (RVP) waiver to ethanol blends above 10 percent. This would increase market access opportunities for higher blends of ethanol. It would allow retailers across the country to sell E15 and other higher-ethanol/gasoline fuel blends year-round.

Opposed draft legislation, the "21st Century Transportation Fuels Act," sponsored by Congressmen Shimkus and Flores, which would repeal the Renewable Fuel Standard (RFS) in exchange for a national (95 RON) octane fuel requirement. Submitted comments to the Environmental Protection Agency (EPA) and Department of Transportations National Highway Traffic Safety Administration (NHTSA) Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks. Provided recommendations for removing regulatory barriers restricting market access to high octane midlevel ethanol blends. Opposed H.R. 1315, The RFS Reform Act, which amends the RFS to eliminate the conventional ethanol requirement, sets a 10% cap on the amount of ethanol that can be blended into gasoline and reduces the total amount of renewable fuel required to be blended between 2017 and 2022. Opposed H.R. 777, a bill to reverse EPAs approval of E15 and require more unnecessary testing for higher ethanol blends. Opposed H.R. 119, the LEVEL Act (Leave Ethanol Volumes at Existing Levels Act), a bill to repeal Renewable Fuel Standard II, keeping RFS I volumes intact. Opposed H.R. 776, a bill that requires the Environmental Protection Agency (EPA) to limit the total volume of cellulosic biofuel in transportation fuel under the renewable fuel standard to what is commercially available until the EPA submits to Congress a comprehensive study on cellulosic biofuel and the environmental and economic impacts of producing such fuel. Opposed H.R. 1314, a bill to eliminate the RFS. Opposed H.R. 5212 and S. 2519, bills to phase out the conventional ethanol mandate by 2 billion gallons per year, beginning in 2023 and eliminate it by 2030.

Continued to encourage the President to direct EPA to allow E-15 year-round. Sent a letter to Congressmen Shimkus and Tonko regarding the hearing on high octane fuels and high efficiency vehicles, and the role ethanol can play in future GHG standards as a high octane fuel. Sent a letter to House and Senate Appropriations Committee leadership regarding RFS compliance exemptions to profitable refining companies.
