Among other things, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year; requires air carriers to submit monthly reports to the Federal Aviation Administration (FAA) with respect to maintenance, preventive maintenance, or alternations of an aircraft; sets forth minimum qualifications for mechanics and others working on U.S. registered aircraft at foreign repair stations; and establishes a moratorium on FAA certification of new foreign aircraft repair stations if certain regulations are not implemented within one year.

Encouraged rapid implementation by FAA of improvements to 14 CFR part 147 mandated by P.L. 116-260. Opposed legislation that would disrupt the relationship between air carriers and their maintenance contractors, impose new and unnecessarily burdensome reporting requirements on air carriers, undermine the global competitiveness of the U.S. aerospace sector and subject the small business-dominated U.S. aviation maintenance industry to potential retaliation by foreign aviation authorities (no 117th Congress bill number; H.R. 5119 in 116th Congress). Encouraged parity in enforcement of FAA maintenance manual availability rules (no bill number). Supported clear standards for FAA approval of technical data required to perform major repair or alteration (no bill number). Supported creation of a National Center for Advancement of Aviation (S. 1752 and H.R. 3482).

Opposing legislation that would disrupt the relationship between air carriers and their maintenance contractors, impose new and unnecessarily burdensome reporting requirements on air carriers, undermine the global competitiveness of the U.S. aerospace sector and subject the small business-dominated U.S. aviation maintenance industry to potential retaliation by foreign aviation authorities (H.R. 5119). Supporting legislation to update aviation maintenance technician school requirements established by 14 CFR part 147 (S. 3043 and H.R. 5427). Encouraging federal policies to improve confidence in air travel during COVID-19 pandemic (no bill number).
