Congressional Advisory Commission on Intercollegiate Athletics Act of 2019 or the CACIA Act of 2019 This bill establishes the Congressional Advisory Commission on Intercollegiate Athletics to investigate, review, and report on the relationship between institutions of higher education (IHEs) and intercollegiate athletic programs. Matters within the purview of the commission shall include (1) the policies of athletic governance associations and IHEs with respect to ensuring student athletes succeed in both academics and athletics, (2) how IHEs finance intercollegiate athletic programs, and (3) whether athletic governance associations require or encourage IHEs to be transparent in academic and financial matters with respect to intercollegiate athletic programs.
