Renewable Fuel Standard Integrity Act of 2021 This bill revises requirements for exemptions from the renewable fuel standard (RFS) given to small refineries of crude oil. The existing RFS requires transportation fuel to contain a minimum volume of renewable fuel. The bill establishes an annual deadline for petitions by small refineries for exemptions from the RFS. In addition, the bill subjects information in the petition to public disclosure requirements.
These links require the bill number to appear in the filing's source-reported specific issue text. Client expenses and lobbying-firm income are separate disclosure fields.

Supported S. 5145/H.R. 9455, the Consumer and Fuel Retailer Choice Act of 2022, legislation that clarifies E15 should be allowed for sale year-round by extending the 1-psi Reid vapor pressure (RVP) waiver to fuel blends containing gasoline and over 10 percent ethanol. Supported H.R. 7606, the Lower Food and Fuel Costs Act, a bill to extend Reid vapor pressure (RVP) limit relief to blends of gasoline containing more than 10 percent ethanol, which would ensure uninterrupted market access to E15 in all parts of the country, and which includes the Year-Round Fuel Choice Act and the Renewable Fuel Infrastructure Investment and Market Expansion Act to provide more biofuels infrastructure funding. Supported S. 3787 and H.R. 7155, the "Home Front Energy Independence Act," bills to allow sales of E15 year-round, establish an E15 tax credit, direct EPA to finalize their E15 labeling rule, and provide for biofuel infrastructure and compatibility with retailers. Supported H.R. 1637 and S. 218, bills to expedite the approval process for renewable fuels under the renewable fuel standard (RFS) program. The bills consider an application to register a renewable fuel under the RFS program to be approved by the Environmental Protection Agency (EPA) if the fuel has been approved under any state renewable fuel program. They also establishes a deadline for the EPA to make a decision on any pending application for a renewable fuel that has not yet been approved under any state program and establishes deadlines for the EPA to make decisions on pending pathway petitions by producers to register biofuels. Supported S. 193 and H.R. 3593, the Adopt GREET Act, which would require EPA to update its outdated lifecycle modeling for ethanol and biodiesel, specifically by adopting the latest Argonne National Labs Greenhouse Gas and Regulated Emissions and Energy Use in Transportation (GREET) Model. Supported H.R. 1113, the Renewable Fuel Standard Integrity Act, legislation that addresses the timing and transparency issues associated with the small refinery exemption (SRE) program under the Renewable Fuel Standard (RFS). Opposed H.R. 190, the Leave Ethanol Volumes at Existing Levels (LEVEL) Act, legislation to repeal the Renewable Fuels Standard II (RFS), leaving RFS I levels intact. Supported S. 2262/H.R. 4254, bills to establish an income tax credit for the sale or blending of certain fuels containing ethanol. Supported the Defend the Blend Act (S. 3380 and H.R. 6071), bipartisan legislation to prohibit the U.S. Environmental Protection Agency (EPA) from retroactively reducing Renewable Volume Obligations (RVO) levels once they are finalized, including the 2020 RVOs. Opposed S. 2385 and H.R. 7484, the Corn Ethanol Mandate Elimination Act, bills to eliminate the Renewable Fuel Standard (RFS).

Provided input on another round of funding in the Higher Blends Infrastructure Incentive Program (HBIIP), which will provide $100 million in grants to pay up to 50 percent of the cost of equipment for station owners to add or upgrade to sell higher blends like E15 and E85. After the release of the Renewable Volume Obligations (RVOs) for the 2021 and 2022 Renewable Fuel Standard (RFS) compliance years, encouraged EPA to use the set rule for post-2022 volumes to make good on Administrator Regans statement that biofuels will be a part of the solution for climate change and lowering prices at the pump. Thanked EPA Administrator Regan for issuing a national, temporary emergency waiver so E15 can continue to be sold this summer, which will help increase fuel supplies, give consumers more choice and lower prices, and provide savings at the pump. Thanked President Biden for announcing biofuel infrastructure funding and distributions, as well as $700 million in biofuel aid, to be awarded in April. Supported EPAs decision to reverse 31 small refinery exemptions (SREs) originally granted in 2019, but opposed EPA allowing the refineries to not have to meet their obligations through blending biofuel or retiring RIN credits. Submitted comments to EPA on the current scientific understanding of greenhouse gas (GHG) modeling of land-based crop biofuels, encouraging EPA to update the methodology it uses to account for the lifecycle GHG emissions of ethanol and other biofuels to properly credit their GHG benefits to meet climate goals. 4410 and S. 2339, bills that clarify E15 should be allowed for sale year-round by extending the 1-psi Reid vapor pressure (RVP) waiver to fuel blends containing gasoline and over 10 percent ethanol.
