Michigan Farm Bureau has communicated with the House and Senate opposing House-added sections of the America COMPETES Act that ban the farming and trade of American mink and significantly amend the Lacey Act. This would be detrimental to farmers raising mink and all of animal agriculture. Michigan Farm Bureau communicated with the House and Senate Agriculture Committees on S. 4030, the Cattle Price Discovery and Transparency Act. Farm Bureau generally supported the bill, but opposed a provision in Section 2 and Section 7 which would establish a mandatory minimum order under which certain percentages of cattle are purchased. Farm Bureau also expressed support for the following livestock bills with the Ag Committees: H.R. 7764: directs the Secretary of Agriculture to provide additional payments under the Environmental Quality Incentives Program (EQIP) for nutrient management practices. H.R. 2518, the PRECISE Act: would allow for the use of EQIP dollars to be used for the adoption of precision agriculture technology for the purpose of participating in the EQIP program. H.R. 2606, the SUSTAINS Act: would establish public-private partnership contribution accounts within NRCS to incentivize private funding by awarding dollars to targeted conservation initiatives that would improve land use for sequestering carbon, wildlife habitat, water quality, and other practices that promote the conservation of natural resources. H.R. 4140, the BUTCHER BLOCK Act: would help drive competition by establishing a loan program at USDA Rural Development that would allow for the development of new and expanding processing facilities. Farm Bureau policy is generally supportive of enhanced enforcement of the Packers and Stockyards Act and our members support adequate funding and staff at USDA to carry out the mission. However, Farm Bureau has reservations regarding how H.R. 7606, the Meat and Poultry Special Investigator Act would be implemented and did not offer support.

Support H.R. 2606, the Sponsoring USDA Sustainability Targets in Agriculture to Incentivize Natural Solutions Act of 2021 (SUSTAINS Act). This legislation encourages private sector funding of USDA conservation initiatives. Support H.R.7764, that directs the Secretary of Agriculture to provide additional payments under the Environmental Quality Incentives (EQIP) Program for implementation of a nutrient management practice. Issues relating to funds from the recently passed Inflation Reduction Act going toward a streamlining initiative that provides incentives for nutrient management activities through Environmental Quality Incentive Program (EQIP), EQIP Conservation Incentive Contracts, and the Conservation Stewardship Program. Issues relating to liquid, orthophosphate fertilizer and regenerative agriculture systems. Issues relating to companies driving carbon credit market development through pledges to become net-zero and offsetting their carbon emissions using energy efficiency, renewable energy, or carbon credits. Issues relating to an amendment to H.R. 8294 , Transportation, Housing and Urban Development, Agriculture, Rural Development, Energy and Water Development, Financial Services and General Government, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act, 2023 before the House Rules Committee that requires the Secretary of the Interior to designate phosphate and potash as critical minerals. The designation as a critical mineral would make the process for extraction and production in the US less burdensome.

Support H.R. 2518, Producing Responsible Energy and Conservation Incentives and Solutions for the Environment Act, or PRECISE Act. Alleviates farmers costs of conversion to more sustainable nutrient management practices. The PRECISE Act compliments the principles of the voluntary, EQIP and CSP conservation programs by leveraging incentives for the adoption of precision agriculture technology by increasing cost share and practice payments for the purchase of precision agriculture equipment and systems.
