National Strategy to Utilize Microreactors for Natural Disaster Response Efforts Act This bill directs the President to develop a national strategy to utilize microreactors to assist with natural disaster response efforts. A microreactor is a nuclear reactor with at most 20 megawatts of thermal energy generating capacity. Specifically, such strategy must include an assessment of the effectiveness of utilizing diesel generators to assist with natural disaster response efforts; a comprehensive, research-based, and long-term discussion of goals, objectives, and priorities for utilizing microreactors instead of diesel generators to assist with such efforts; a Department of Defense analysis regarding the use of such microreactors to assist with such efforts; recommendations on how the Nuclear Regulatory Commission may expedite the approval of designs for microreactors and issuing licenses; an assessment of the challenges and barriers to deploying microreactors to assist with such efforts and solutions; and recommendations on how to utilize microreactors as charging stations for electric vehicles in the event of a mass evacuation resulting from a natural disaster.

Conducted introductory meetings with 11 House offices, 2 senate offices, and the Department of Energy (DOE). Provided background on Radiants microreactor, advanced nuclear technology, the benefits of microreactors, and Radiant future development and plans. Discussed the need for continued DOE funding support, especially small funding award sizes that can benefit startups entering the nuclear power industry. Also discussed the need for microreactor-specific DOE funding, the need for rapid fuel enrichment to support the advanced nuclear industry, and insurance challenges with fuel handling and transport. Provided input on the following bills or draft bills: - H.R.9045 - Nuclear Assistance for Americas Small Businesses Act. This bill allows small businesses to delay pre-application licensing fees and post-application licensing fees that are levied by the Nuclear Regulatory Commission. - Transportation of Nuclear Microreactors during Natural Disasters Act (This Bill has not been introduced yet.) This bill is a Senate version of HR 8611, National Strategy to Utilize Microreactors for Natural Disaster Response Efforts Act. The Senate version requests an evaluation of the feasibility of using nuclear microreactors and other technologies for disaster relief.
