Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 This bill reauthorizes programs and activities that combat international trafficking; establishes a new program to help victims of trafficking; and updates various elements of the federal framework to combat international trafficking. Specifically, this bill reauthorizes through FY2029 programs and activities at various federal departments and agencies to combat international trafficking and reduce the prevalence of modern slavery. The bill also reauthorizes International Megan’s Law through FY2029. Among its provisions, the law requires sex offenders to provide certain information about their intended travel outside of the United States. Additionally, the bill authorizes the Department of Health and Human Services to carry out a new program to help victims of trafficking integrate or reintegrate into society. The bill requires the Department of State's Trafficking in Persons Report to include information about trafficking in persons for the purposes of organ removal. With respect to country rankings for anti-trafficking efforts, the bill narrows the types of countries that are listed on the Tier 2 Watch List and increases the length of time a country may remain on the Tier 2 Watch List after being downgraded to the lowest ranking and then reinstated to the watch list. (The Tier 2 Watch List refers to countries that are making efforts to meet international standards for combatting human trafficking but still have a significant number of severe trafficking cases.) Finally, the bill requires counter-trafficking strategies, activities, and efforts to be further incorporated into U.S. foreign assistance.

ADVOCACY FOR CUBA: The Trump administration's policies have pushed Cuba into a full-blown humanitarian crisis, and the signs now point to a possible military escalation. U.S. military planners are reportedly already examining options for action on the island, including an air assault involving thousands of soldiers. The public groundwork is being laid as well: last week, the State Department released a 100-page report casting Cuba as the driving force behind "far left terrorism" in the United States. Many observers, including members of Congress, have read it as an effort to manufacture consent for military intervention. NAC and collaborators asked the Senate to address this issue before they recess for summer break. JULY 14 HUMAN TRAFFICKING BRIEFING AND ADVOCACY: NAC helped organize and promote a July 14 briefing for House and Senate staff around two pieces of legislation, the Frederick Douglass TVPRA (H.R. 1144 - Foreign Relations focus) and the Kids Online Safety Act (S. 1748 - Science & Technology focus). The briefing was followed by in person lobby visits on July 14. NAC made visits on the two bills to Rep. Stephen Lynch MA-08, Rep. Gabe Evans CO-08, Rep. David Kustoff TN-08, and Senator Bill Hagerty TN. NAC advocates also did online email advocacy on the two bills on or around July 14. ACCOUNTABILITY FOR BOAT STRIKES ON ONE-YEAR ANNIVERSARY: The sign-on letter to Congress marked the one-year anniversary (September 2) since the first boat strike in Latin America and urged Congress to adopt an aggressive oversight and accountability agenda to redress these illegal and immoral operations. HOUSE VOTE ON THE CUBA WAR POWER RESOLUTION: NAC joined this letter urging House Democratic leadership to call a vote on a Cuba War Powers Resolution as soon as possible and oppose the White House's illegal oil blockade. Since January 2026, President Trump has declared a functional U.S. blockade on Cuban-bound oil, widely understood to be an illegal act of war under international law. Trump's oil embargo has pushed Cuba to the brink of humanitarian collapse, and a UN panel last week that U.S. sanctions threaten to make Cuba into a "silent Gaza". Trump and Secretary Rubio continue to announce new sanctions and interventions in Cuba aimed at fomenting regime change, as well as threaten direct military intervention on the island. ACT TO STOP U.S. GUN TRAFFICKING - ARMAS ACT Action Alert: Constituents of NAC were asked to write to Congress urging their members to co-sponsor the Americas Regional Monitoring of Arms Sales (ARMAS) Act of 2025 (H.R. 6736 / S.3508); this legislation would profoundly impact Latin America and the Caribbean, reducing gun violence, promoting regional stability, and preventing U.S. firearms from contributing to humanitarian crises there. It would effectively stop the illegal flow of U.S. weapons and ammunition to Latin America and the Caribbean. ARMAS Act (Sept 29/30): Coalition of 20+ organizations (incl NAC) advocating for the Americas Regional Monitoring of Arms Sales (ARMAS) Act of 2025 (H.R. 6736 / S.3508); this legislation would profoundly impact Latin America and the Caribbean - particularly Mexico and Haiti, reducing gun violence, promoting regional stability, and preventing U.S. firearms from contributing to humanitarian crises there. Sept 29 included a briefing on the Hill featuring people impacted by gun violence in Haiti and Mexico, and other experts on the regions and legislation. After the briefing advocates took part in a training and heard from additional experts on Haiti and Mexico. Sept 30 was devoted to online and in person advocacy.

NATIONAL RESOURCE CENTER ON DOMESTIC AND SEXUAL VIOLENCE: NAC assisted in the writing of legislation that calls for the establishment of a national resource center on domestic violence, dating violence, sexual assault, and stalking in faith communities. NAC also endorsed the bill as the lead sponsors sought additional co-sponsors in the House. (H.R. 8813 (IH) - Supporting Survivors from Faith-based Communities Act). CRIME VICTIMS FUND STABILIZATION ACT (CVFSA): The sign-on urges the Senate to honor Crime Victims Rights Week by acting to swiftly pass the Crime Victims Fund Stabilization Act (CVFSA), which the House passed by a unanimous voice vote in January. This critical, bipartisan legislation temporarily bolsters the Crime Victims Fund (CVF), which is the primary source of funding for victim services across the country, including services for victims of child abuse (including child sexual abuse), sexual assault, domestic and dating violence, human trafficking, stalking, elder abuse, drunk driving, community violence, and other crimes. It also funds victim witness specialists in prosecutors' offices and law enforcement agencies, ensuring victims receive guidance through the justice process, assistance preparing impact statements, and support as they testify. This assistance not only increases conviction rates, but most importantly helps victims find their voice and begin the healing process FREDERICK DOUGLASS TRAFFICKING VICTIMS PREVENTION AND PROTECTION REAUTHORIZATION ACT (H.R. 1144) NAC constituents were urged to call on their Representative to vote YES and pass the bipartisan Frederick Douglass TVPRA (H.R. 1144) in its current form- for prevention and for support. NEW NUCLEAR ARMS RACE: On February 5, 2026, a major nuclear weapons agreement between the United States and Russia - called the New START Treaty - is set to expire. This treaty limits how many nuclear weapons each country can deploy. At this writing, it is the last agreement preventing the worlds two largest nuclear powers from expanding their nuclear weapons arsenals without limits. If New START expires without a replacement, there will be no limits and no transparency on U.S. and Russian nuclear weapons for the first time in decades. Both countries could quickly increase their deployed nuclear weapons, increasing the risk of misunderstanding, escalation, or even nuclear war - whether by accident or design. Both countries could revert to a cold war era nuclear weapons build up. Faith leaders across the country are coming together to urge Congress to take this danger seriously and push for diplomacy. Faith leader sign-on was sent to Members of Congress. DEMOCRATIC REPUBLIC OF CONGO PEACE ACCORD: With the rapidly deteriorating situation in the Democratic Republic of Congo, and with approval from our sisters/partners in the DRC, NAC signed a petition to express our grave concern. Despite the signing of the Washington Peace Accord, credible reports continue to document serious violence against civilians, forced displacement, villages burning, and the illegal exploitation of natural resources. The Africa Faith and Justice Network launched this sign-on advocacy letter calling for clear U.S. leadership, independent verification mechanisms, targeted sanctions against those responsible for crimes, and concrete protection for civilian populations. Sent to: President Donald J. Trump with CC to: Vice President J.D. Vance, Marco Rubio, Secretary of State, Brian Mast, Chair, House Foreign Affairs Committee, Christopher H. Smith, Chair, Subcommittee on Africa, Jim Risch, Chair, Senate Foreign Relations Committee, Cory Booker, Ranking Member, Senate Foreign Relations Committee, CUBA: NAC joined this sign-on letter following the Supreme Court ruling and a New York Times report on Feb 20, that the United States intercepted a vessel near Cuba. The letter expressed concern that the action appears to be part of the Trump administrations oil blockade against the island, for which no legal basis has been articulated. The sign-on went to Congress and was shared with the media. FREDERICK DOUGLASS TRAFFICKING VICTIMS PREVENTION AND PROTECTION REAUTHORIZATION ACT (H.R. 1144). The WISC Human Trafficking Working Group, of which NAC is a key member, has been in conversation with Rep. Chris Smith's office about the hoped-for passage of the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act (H.R. 1144). The sign on pushes for this important bipartisan bill to get a floor vote in the House and for a new Senate Champion. To House and Senate. OPPOSITION TO MILITARY FNDING FOR THE WAR ON IRAN: The sign-on calls on Congress to stand against providing even one more dollar for the reckless and illegal war on Iran by opposing further military funding in a supplemental appropriations bill or the normal appropriations process. (Impacts GS mission partners in Lebanon) US THREAT TO HOLD ZAMBIA'S HIV FUNDING HOSTAGE IN EXCHANGE FOR MINERAL ACCESS: A shocking New York Times expose has revealed that, "The State Department is considering withholding lifesaving assistance to people with H.I.V. in Zambia as a negotiating tactic to force the government of the southern African country to sign a deal giving the United States more access to its critical minerals." The sign-on with NAC collaborators demands that Secretary of State Rubio publicly reject this shameful tactic. A CHRISTIAN APPEAL FOR GLOBAL HEALTH WITH SPECIAL DRAWING RIGHTS (SDR): NAC joined this sign-on, a Lenten Letter to the U.S. Treasury Secretary asking support for a new release of Special Drawing Rights (SDRs) through the International Monetary Fund (IMF) -- a simple measure that would provide relief to those suffering in poverty around the world, saving lives, at no cost to the United States. EMAIL BLAST TO CONGRESS. With Franciscan Action Network calling for the U.S. Government to stop the bombing of Iran and resume diplomacy. Sent to Foreign Policy LAs in the House and Senate.

THE FREDERICK DOUGLASS TRAFFICKING VICTIMS PREVENTION AND PROTECTION REAUTHORIZATION ACT (H. R. 1144 - domestic AND international focus). Letter to House urging support for and passage of the bill. This critical and comprehensive legislation is vital for the continued prevention of trafficking, protection of survivors, and prosecution of perpetrators. This bill has a proven track record of broad, bipartisan support, having passed the House with overwhelming consensus in the last two Congresses (as H.R. 5856 and H.R. 6552). Despite this, it has yet to be reauthorized. BI-PARTISAN VENEUZUELA WAR POWERS RESOLUTION, S.J.RES. 90: Letter urging Congress to support the Kaine-Paul war powers resolution and prevent a march to war with Venezuela, as the Administration continues to escalate against the country, both via boat strikes and the implicit and explicit threat of regime change. The Venezuela War Powers Resolution would require President Trump to withdraw U.S. forces from imminent hostilities with Venezuela which have not been congressionally authorized. This WPR may come to the Senate floor for a vote imminently and would require only a change of a few votes from the October 8th War Powers vote in order to succeed. The letter outlines both how Trump and Secretary Rubio's regime change campaign against Venezuela is unconstitutional and illegal, and how broadly opposed it is by the American public (53% of Americans are against using U.S. military to overthrow Maduro while only 18% support the idea). The letter also describes the potentially catastrophic consequences of a regime change war in Venezuela, including mass civilian death, renewed migration crises, and a power vacuum that could empower the very drug cartels the administration claims to target. It notes the potentially politically ruinous effect those consequences could have on politicians seen as supporting the war, such as was the case with regime change efforts in Libya and Iraq. U.S. MILITARY ACTION IN THE CARIBBEAN: Letter to Congress responding to the U.S. strikes in the Caribbean that have killed at least 17 people, largely believed to be fishermen or migrants. The letter's goals are to help inform congressional offices and encourage support for the various congressional initiatives on War Powers Resolutions (WPRs). The present administrations economic threats and coercive measures have created such fear in the region that few governments or leaders have been willing to condemn these extrajudicial executions or the escalating risk of war under the false pretext of combating narco-terrorism. This makes a letter of broad support all the more urgent-not only to send a clear message to Congress and, through it, to the Administration, but also to show the people of Latin America and the Caribbean that they are not alone, and that civil society and policy organizations are pressing every legal avenue to prevent what could otherwise become a devastating course of events with lasting consequences for the region. REQUEST FOR FORMAL INVESTIGATION OF EXECUIVE OVERREACH RE: MILITARIZED RESPONSES IN VENEZUELA: Letter urging U.S. Congress to formally investigate the unlawful use of the U.S. military in Venezuela, which includes extrajudicial killings of people on board three boats in the high seas alleged to be transporting drugs as well as the deployment of federal troops to U.S. cities. PEACE IN GAZA, AND THE MIDDLE EAST: Interfaith letter to World Leaders, including the U.S. President, responding to the atrocities in Gaza as a powerful and unified faith voice amid devastating times. The text of this letter was finalized before the ceasefire deal announced on October 8, 2025. The ceasefire is a welcome step. As the letter indicates, we celebrate the return of hostages and detainees, but insist there is still a need for a comprehensive and permanent ceasefire and for the conditions that will lead to a just and lasting peace. World leaders must now redouble their efforts to ensure the terms of the deal are not violated and a permanent peace is realized. The futures of Palestinians, Israelis and all people of the Middle East are intertwined. For durable peace, the needs of all communities, especially the most marginalized, are heard, honored, and fully addressed. ENSURE A SUSTAINED CEASEFIRE AND ROBUST HUMANITARIAN AID IN GAZA & WEST BANK: NAC sent a blast to all the Foreign Policy LAs in Congress alerting them to a large coalition of 40 Christian organizations having launched an economic resistance campaign focused on tech company Palantir (https://investigate.afsc.org/company/palantir) and Chevron (https://afsc.org/BoycottChevron) for their complicity in the war, supporting Israels policies of ethnic cleansing through artificial intelligence and surveillance contracts with the Israeli military, as well as through public statements of support. The message asked each Congressmember to take effective actions to ensure a sustained ceasefire and robust humanitarian aid as a first step, such as contacting President Trump to stay on top of this issue or by supporting related resolutions/bills to exert leverage, such as HR 3565 Stop the Bombs or opposing annexation of the West Bank. TURNING DEBT INTO HOPE GRASSROOTS LOBBYING: Grassroots Lobbying targeting the President. The late Pope Francis said, We cannot be content to hope; we have to organize hope. We can organize our hope and Turn Debt Into Hope for billions of people! NAC invited Sisters, Partners-in-Mission, and Action Alert Friends, to join the Jubilee effort by signing a petition aimed at the G7 and G20 about forgiving debt to developing nations. INCLUDE UNWRA IN GAZA RECOVERY PLAN: Letter offering organizational support to a letter to Secretary Rubio in response to his comment that UNRWA will have no role in Gazas future. --UNRWA is still on the ground in Gaza and remains the backbone of the humanitarian response. UNRWAs neutrality and impartiality has been independently investigated and affirmed by four independent bodies and it is (past) time for the Agency to be fully enabled to continue fulfilling its mandate in accordance with international humanitarian principles, until a just and lasting solution to the plight of Palestine refugees is secured.

ACT TO PROTECT IMMIGRANTS IN DETENTION AND THEIR FAMILIES: NAC network was asked to contact their elected officials - urging them to uphold the dignity of all persons, especially immigrants, and to respond to the inhumane conditions and increasing rights violations in immigration detention facilities around the country. SEN. KAINES SIX RESOLUTIONS SEEKING INFORMATION ON THE HUMAN RIGHTS PRACTICES OF SIX COUNTRIES TO WHICH THE U.S. HAS REPORTEDLY DEPORTED IMMIGRANTS WHO HAVE NO TIES TO THOSE COUNTRIES: Letter to Senate urging support for six 502B(c) resolutions, requiring the State Department to produce reports on Eswatini, South Sudan, Costa Rica, Panama, Rwanda, and Mexico, respectively. These are six countries to which the U.S. has expelled individuals, and to which those individuals have no ties. The resolutions seek information on the human rights practices of each country as well as the treatment of those the U.S. expelled (as used here, meaning forcibly sent to third countries without due process); steps the Administration is taking to comply with court orders to return certain individuals; and any analysis conducted before expelling immigrants to these countries. Upon Senate passage, if the State Department does not submit the reports within thirty days, U.S. security assistance to the countries would be automatically suspended. SOLIDARITY AND SUPPORT TO HAITIAN FAITH LEADERS: Letter led by Haitian faith leaders in response to a recent threat made against clergy in Springfield, OH for standing in support of immigration. Invited to sign as a show of support and solidarity. Support letter was a response to vitriolic signage: If we do not get the Haitians off our roads in Springfield and elsewhere, someone is going to be seriously hurt and/or killed (again), and their blood will be on Carl Ruby and everyone else who supports him and his careless immigration stance! NAC contributed a quote to the Interfaith Immigration Coalition Press Release on the Presidential Determination for Refugees: Fran Eskin-Royer, Executive Director of the National Advocacy Center of the Sisters of the Good Shepherd, said: One hundred thousand vetted refugees fleeing persecution and war are ready to become a part of America's tapestry and make their new communities great. The National Advocacy Center of the Sisters of the Good Shepherd calls on President Trump to admit at least these 100,000 refugees in the 2025-2026 fiscal year. Americans are not afraid of people from other countries. We are stronger and better when we welcome them. Lets prove it and open our doors to refugees once more. Senator Shaheen Staff/Interfaith Immigration Coalition (IIC) Meeting re Continued funding for the Refugee and Entrant Assistance Program, including Refugee Support Services and Transitional and Medical Services. Senator Merkley Staff - Senator for Good Shepherd Agency Rose Haven / IIC Meeting re: Continued funding for the Refugee and Entrant Assistance Program Outreach to all staffers at July 16 briefing to try to build relationships around human trafficking priorities (H.R. 1144, H.R. 1379, S. 1748), including Rep. IMMUNIZATION POLICIES: A letter to the Senate about concerns about the actions by HHS Secretary RFK Jr. on global immunizations and the impact in the USA and abroad THE FREDERICK DOUGLASS TRAFFICKING VICTIMS PREVENTION AND PROTECTION REAUTHORIZATION ACT (H. R. 1144 - domestic AND international focus). On the World Day Against Trafficking in Persons (July 30), network asked to contact their representatives to urge them to co-sponsor, support and pass this seminal bill to prevent a horrific crime that strips people of their agency and very dignity, and to bring help and hope to survivors. MILITARY INTERVENTION IN LATIN AMERICA: The letter to Congress expresses deep concern over reports that President Trump has directed the Department of Defense to use military force against criminal organizations in Latin America, including news that U.S. air and naval forces are now deploying to the Southern Caribbean Sea. U.S. airstrikes and military raids in Latin America would put people at risk of violence and destabilize hemispheric relations while hindering, not helping, efforts to protect communities from drug trafficking and other crime. We urge Congress to use the full slate of its powers to prevent the administration from launching unlawful hostilities in Latin America without democratic debate or public accountability. Congress, not the president, has the constitutional role and responsibility to decide when, where, and against whom the nation uses force. Congress has not authorized the use of military force against criminal groups. INVITATION TO NETWORK TO CONTACT CONGRESS AT HOME DURING AUGUST RECESS ON HUMAN TRAFFICKING: Opportunity for NAC network members to connect with their U.S. House Representatives on the key issue of human trafficking while Reps are back at home in during August break from DC. HT ADVOCACY: NAC Network was urged to contact legislators to support the following three bills as an adjunct to the work many GS representatives will be doing on Capitol Hill on July 16: oThe Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act (H.R. 2961, Domestically Focused) oTrafficking survivors Relief Act (H.R. 1379) oKids Online Safety Act (S. 1748) EMAIL BLAST INVITATION TO CONGRESS: Blasted cogent staffers in the House and Senate, twice, inviting them to July 16 human trafficking briefing promoting H.R. 2961, H.R. 1379 and S. 1748. Sign on directed to MOCs. PROTECT HUMAN TRAFFICKING VICTIM SERVICES: Sign-on letter urging Congress to protect victim services funding under the Trafficking Victims Protection Act (TVPA). On September 30, over 100 victim services grants from the DOJ Office for Victims of Crime will expire. Yet, new funding opportunities have not been released. Without immediate action, thousands of individuals-including trafficking survivors-will lose access to lifesaving services. For those who rely on this funding, the consequences are dire. Losing access to safe housing, counseling, legal support, or medical care can leave people without stability, increase their vulnerability to trafficking, and heighten the risk of re-exploitation. HT ADVOCACY MEETINGS: Meetings on follow-up Advocacy Day (Sept. 11). Done in concert with Alliance to End Human Trafficking Board and focused on Human Trafficking Legislation; primarily H.R. 1144, but also H.R. 1379; S. 1748.
