District of Columbia Cash Bail Reform Act of 2025 This bill mandates, in the District of Columbia (DC), pretrial and post-conviction detention for crimes of violence and dangerous crimes and cash bail to obtain pretrial release for public safety or order crimes. Under current DC law, a court may generally order a defendant released before trial based on the judge’s assessment of the risks posed by the defendant's release. If the defendant is charged with a crime of violence or a dangerous crime, the court must determine conditions for release; if the defendant has a prior history of such crimes, is charged with a crime that involves deadly weapons, or is charged with a crime of violence, there is a rebuttable presumption that the defendant must be detained. The bill requires defendants charged with a crime of violence or a dangerous crime to be detained while awaiting trial. It also prohibits a court from releasing a defendant charged with a public safety or order crime without a secured appearance bond (i.e., money or property subject to forfeiture). Public safety or order crimes include fleeing from a law enforcement officer, rioting, and stalking. Current DC law also allows individuals who are convicted of an offense to be released pending sentencing or an appeal if the court finds the individual is unlikely to flee or pose a danger to others. The bill requires individuals who are convicted of a crime of violence or a dangerous crime to be detained in these circumstances.

RESTORE SERVICES TO VICTIMS OF HUMAN SERVICES: Letter to the Department of Justice urging them to protect access to lifesaving victim services for thousands of survivors of human trafficking in the US. On October 1, 2025, the Department of Justice cut off funding for over 100 victim service providers, serving at least 5,000 survivors. The DOJ Office for Victims of Crime has yet to release any notices of funding opportunities for the $88 million in appropriated funds from FY25 appropriations. Without new grants, over 100 communities have lost or will soon lose a crucial service provider that helps keep their communities safe. Survivors need these services to escape trafficking and rebuild their lives. FREE DC: Congress reconvening means that the public will be seeing an escalation of federal attacks on Washington, DC via legislation. Six bills that would severely erode DCs already limited control over its criminal justice system and leave individuals and organizations in DC in jeopardy are queued up for a floor vote. One bill is an attempt to dissolve the office of the elected Attorney General of DC, which would enable this administration to target any entities that operate in DC. The belief is that the Administration is using DC as a testing ground for these efforts - and will move on to other cities if successful. Specific recommendations include: OPPOSE H.R. 5214, the District of Columbia Cash Bail Reform Act, introduced by Rep. Stefanik, that would increase pre-trial detention and require cash bail for a range of alleged offenses. Calendar No. 269. OPPOSE H.R. 5179, the District of Columbia Attorney General Appointment Reform Act, introduced by Rep. Fallon, that would remove DCs elected Attorney General and grant the President sole authority to nominate a replacement. Calendar No. 270. OPPOSE H.R. 5107/S. 2687, the CLEAN DC Act, introduced by Rep. Clyde and Sen. Cruz, that would repeal the Comprehensive Policing and Justice Reform Amendment Act of 2022. Calendar No. 271. OPPOSE H.R. 5172, the Strong Sentences for Safer D.C. Streets Act, introduced by Rep. Biggs, that would increase or establish mandatory minimum sentences for a number of offenses, and remove the exception for minors. Calendar No. 279. OPPOSE H.R. 5242/S. 2815, to repeal D.C.s Incarceration Reduction Amendment Act of 2016 and the Second Chance Amendment Act of 2022, introduced by Rep. Kustoff and Sen. Cornyn. An amendment was added to this bill in committee that would prohibit automated traffic enforcement in DC and undo the no-right-on-red traffic safety law. Calendar No. 293. OPPOSE H.R. 5163, the Clean and Managed Public Spaces Act, that would prohibit camping on public property in DC and effectively criminalize homelessness, introduced by Rep. Timmons. Calendar No. 294. Sent letter on this topic to both the House and Senate. TRAFFICKING SURVIVORS RELIEF ACT (H.R. 4323) - URGE SENATE PASSAGE: Grassroots lobbying. NAC celebrated House passage of the Trafficking Survivors Relief Act, a focus of its shared advocacy with the Alliance to End Human Trafficking. It also urged its constituents to urge Senators to take up and pass the bill that would help survivors of human trafficking clear their criminal records for offenses committed as a direct result of their exploitation, creating pathways for expungement, vacatur, and sentencing relief to help them rebuild lives
