ADVOCACY FOR CUBA: The Trump administration's policies have pushed Cuba into a full-blown humanitarian crisis, and the signs now point to a possible military escalation. U.S. military planners are reportedly already examining options for action on the island, including an air assault involving thousands of soldiers. The public groundwork is being laid as well: last week, the State Department released a 100-page report casting Cuba as the driving force behind "far left terrorism" in the United States. Many observers, including members of Congress, have read it as an effort to manufacture consent for military intervention. NAC and collaborators asked the Senate to address this issue before they recess for summer break. JULY 14 HUMAN TRAFFICKING BRIEFING AND ADVOCACY: NAC helped organize and promote a July 14 briefing for House and Senate staff around two pieces of legislation, the Frederick Douglass TVPRA (H.R. 1144 - Foreign Relations focus) and the Kids Online Safety Act (S. 1748 - Science & Technology focus). The briefing was followed by in person lobby visits on July 14. NAC made visits on the two bills to Rep. Stephen Lynch MA-08, Rep. Gabe Evans CO-08, Rep. David Kustoff TN-08, and Senator Bill Hagerty TN. NAC advocates also did online email advocacy on the two bills on or around July 14. ACCOUNTABILITY FOR BOAT STRIKES ON ONE-YEAR ANNIVERSARY: The sign-on letter to Congress marked the one-year anniversary (September 2) since the first boat strike in Latin America and urged Congress to adopt an aggressive oversight and accountability agenda to redress these illegal and immoral operations. HOUSE VOTE ON THE CUBA WAR POWER RESOLUTION: NAC joined this letter urging House Democratic leadership to call a vote on a Cuba War Powers Resolution as soon as possible and oppose the White House's illegal oil blockade. Since January 2026, President Trump has declared a functional U.S. blockade on Cuban-bound oil, widely understood to be an illegal act of war under international law. Trump's oil embargo has pushed Cuba to the brink of humanitarian collapse, and a UN panel last week that U.S. sanctions threaten to make Cuba into a "silent Gaza". Trump and Secretary Rubio continue to announce new sanctions and interventions in Cuba aimed at fomenting regime change, as well as threaten direct military intervention on the island. ACT TO STOP U.S. GUN TRAFFICKING - ARMAS ACT Action Alert: Constituents of NAC were asked to write to Congress urging their members to co-sponsor the Americas Regional Monitoring of Arms Sales (ARMAS) Act of 2025 (H.R. 6736 / S.3508); this legislation would profoundly impact Latin America and the Caribbean, reducing gun violence, promoting regional stability, and preventing U.S. firearms from contributing to humanitarian crises there. It would effectively stop the illegal flow of U.S. weapons and ammunition to Latin America and the Caribbean. ARMAS Act (Sept 29/30): Coalition of 20+ organizations (incl NAC) advocating for the Americas Regional Monitoring of Arms Sales (ARMAS) Act of 2025 (H.R. 6736 / S.3508); this legislation would profoundly impact Latin America and the Caribbean - particularly Mexico and Haiti, reducing gun violence, promoting regional stability, and preventing U.S. firearms from contributing to humanitarian crises there. Sept 29 included a briefing on the Hill featuring people impacted by gun violence in Haiti and Mexico, and other experts on the regions and legislation. After the briefing advocates took part in a training and heard from additional experts on Haiti and Mexico. Sept 30 was devoted to online and in person advocacy.
Referred to the House Committee on Foreign Affairs.

CATHOLIC (PUBLIC) STATEMENT AGAINST DEATH PENALTY EXPANSION IN PALESTINE: NAC signed this statement expressing strong moral opposition to Israeli legislation calling for death penalty expansion, and urging immediate action to protect Palestinian life, uphold human dignity, and ensure respect for international law and accountability. TRUMP THREAT TO END IRANS CIVILIZATION: NAC joined a public Amnesty International statement around President Trump's threats. Clearly citizens across the Middle East are paying the price for escalating violence following joint U.S. and Israeli attacked on Iran and retaliatory Iranian strikes across the regions. Inter- national humanitarian law is clear: Direct attacks on civilians and civilian infrastructure are prohibited. ARMAS ACT (THE AMERICAS REGIONAL MONITORING OF ARMS SALES ACT) (H.R.6736 / S.3508): The letter urges an end illegal weapons trafficking to Haiti, Mexico, and all of Latin America and the Caribbean. The ARMAS Act, which would, among other measures: Transfer small arms export authority back to the State Department from the Commerce Department; Require the development of an interagency strategy to disrupt arms trafficking; Improve tracing of captured arms to identify the source; Increase congressional oversight

FIREARMS EXPORT LAWS: Letter to Commerce Dept. objecting to the regulatory changes on firearms export rules announced by the Commerce Department on September 29, 2025. The new rules reverse the commonsense provisions put in place in May 2024 after a careful review of gaps in policy. As such, these regulatory changes are both reckless and irresponsible. GUN VIOLENCE: 13th Anniversary Sandy Hook Coalition Letter urging Congress to pass priority gun violence prevention legislation identified by the Sandy Hook Coalition, and to block the gun lobby's #1 priority bill - the so called "Concealed Carry Reciprocity Act" - which essentially works as a National Permit-less Carry bill since 29 states don't require permits to carry concealed weapons. Letter issued on the 13th anniversary of Sandy Hook (Dec. 14). THE AMERICAS REGIONAL MONITORING OF ARMS SALES (ARMAS) ACT OF 2025 (H.R. 6736): Letter to House and Senate showing organizational support to the Americas Regional Monitoring of Arms Sales (ARMAS) Act of 2025 that seeks to disrupt firearm trafficking from the United States to Latin America and the Caribbean by implementing stronger transparency, accountability, and oversight mechanisms for U.S. arms exports. As the region grapples with rising violence and insecurity exacerbated by the increasing presence and aggression of transnational organizations, notably fentanyl cartels, we cannot ignore the role U.S.-sourced weapons have played in furthering these crises. Insufficient oversight and accountability mechanisms for arms sales have allowed an increasing number of U.S. weapons to end up in the hands of illicit actors in Latin America and the Caribbean. According to data from the Government Accountability Office and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, U.S.-sourced firearms accounted for 75% of firearms recovered from the Dominican Republic and 70% from Mexico. Most recently, U.S. guns were connected to the murder and kidnapping of four American citizens in the Texas-Mexico border town of Matamoros, Mexico. OPPOSE H.R.38 - CONCEALED CARRY RECIPROCITY ACT. Grassroots lobbying. NAC encouraged its network to contact their House members to oppose H.R. 38 because the House is considering bringing H.R. 38, the federally mandated concealed carry reciprocity bill, up for a vote. NAC Constituents were asked to tell their Representative to oppose H.R. 38 and to urge House leadership not to bring this dangerous legislation to the Floor for a vote. H.R. 38 would substitute the laws of a persons residence state for the laws of the state in which s/he is physically present, overriding state laws governing who can carry a loaded concealed handgun, where they can carry it, and who can possess such a weapon in the first place. The legislation would undermine state and local public safety laws and increase the risk of deadly attacks against religious and cultural communities.
