Requires the Under Secretary for Health to: (1) assure appropriate geographical distribution of such facilities and (2) establish a panel to assess the scientific and clinical merit of proposals submitted by a facility for the establishment of such a center. S 2753--To require a program to improve the provision of caregiver assistance services for veterans--Requires the VA Secretary to carry out a program to expand and improve services that assist caregivers of veterans, including veterans of the Global War on Terrorism. Includes under such caregiver assistance services: (1) adult-day health care; (2) readjustment and rehabilitation; (3) transportation; (4) caregiver support; (5) home care; (6) respite care; (7) hospice; and (8) any modalities of non-institutional home care.
