ARTBA urged appropriators to provide the full amount for federal transportation programs authorized in the Fixing America's Surface Transportation Act. ARTBA urged appropriators to fully fund the United States Army Corps of Engineers navigation program. ARTBA supported a provision in H.R. 3353/S. 1665, the FY 2018 Transportation, Housing and Urban Development, and Related Agencies Act allowing airports to increase their Passenger Facility Charges (PFCs). ARTBA also supported a provision in the same legislation increasing Airport Improvement Program investment. ARTBA also opposed efforts to remove the PFC increase from the legislation. ARTBA supported Amendment #35 to H.R. 3354, the Make America Secure and Prosperous Appropriations Act of 2018 which would have delayed the implementation of electronic logging device (ELD) regulations by the Federal Motor Carrier Safety Administration (FMCSA). ARTBA also supported Amendment #44 to the same legislation which would have prohibited funds from being used to implement the Occupational Health and Safety Administration's (OSHA)final rule on exposure to crystalline silica.
