Emery County Public Land Management Act of 2018 This bill establishes the San Rafael Swell Western Heritage and Historic Mining National Conservation Area, consisting of 336,467 acres in Utah. The bill also amends the Wild and Scenic Rivers Act to designate a 54-mile segment of Green River, which is located in the area, as a component of the national wild and scenic rivers system. Over 500,000 acres in Utah are designated as national wilderness areas, including Candland Mountain, Crack Canyon, Desolation Canyon, Devil's Canyon, Horseshoe Canyon (North), Mexican Mountain, Muddy Creek, Nelson Mountain, San Rafael Reef, and Sid's Mountain. With respect to the newly established conservation area and wilderness areas, the bill: allows for commercial services to the extent necessary to fulfill the areas' recreational or other purposes; allows the grazing of livestock, if already established, to continue; allows for the "casual collection" (for noncommercial use) of plants, rocks, and minerals; and otherwise provides for management by the Department of the Interior. In addition, with respect to other land in Utah, the bill provides for: the cooperative (state and federal) management of the Temple Mountain Cooperative Management Area (7,792 acres); the management of the Goblin Valley State Park Expansion as a state park; the establishment and management of the Jurassic National Monument (2,534 acres); and public purpose conveyances, by Interior to the applicable local government entity, of the Huntington Airport (1,400 acres), the Emery City Recreation Area (640 acres), the State Road 6 Emery Sheriff's Office substation site (640 acres), and the Buckhorn Information Center (65 acres).

Support the Endangered Species Act, which is facing unprecedented threats. Oppose the Interior Departments recommendations regarding rescinding or shrinking national monument protections. Oppose the Alaska Mental Health Trust Land Exchange Act (S. 131/H.R. 513) and reject any legislative attempt that would privatize the Tongass National Forest. Oppose H.R. 1157, which would remove lands and waters in Monomoy National Wildlife Refuge from federal public ownership. Oppose H.R. 3990, the National Monument Creation and Protection Act, which changes the Antiquities Act to make it easier to block designations. Support S. 2354, the ANTIQUITIES ACT of 2018, which codifies existing, presidentially-designated national monuments. Oppose H.R. 3115, the Superior National Forest Land Exchange Act of 2017, which would transfer National Forest lands to a mining company. Oppose H.R. 4558, the Grand Staircase Escalante Enhancement Act, which would codify President Trumps removal of protections for that national monument. Oppose H.R.4532, which would codify the elimination of vast portions of the Bears Ears National Monument. Oppose H.R. 3133, which would weaken the Marine Mammal Protection Act. Oppose S. 1520, the Modernizing Recreational Fisheries Management Act, which would undermine the Magnuson-Stevens Fishery Conservation and Management Act. Oppose H.R. 3144, which deals with the Federal Columbia River Power System and would undermine the Endangered Species Act and the National Environmental Policy Act. Oppose H.R. 200, legislation to reauthorize the Magnuson-Stevens Act that threatens decades of sustainable fisheries management. Oppose attacks on Endangered Species Act in H.R. 4, the Federal Aviation Administration Reauthorization Act of 2018. Oppose H.R. 3916, which would amend the Endangered Species Act to transfer management of numerous fish species and threaten protections for them. Oppose HRs 3608, 6344, 6345, 6346, 6354, 6355, 6356, 6360, and 6364, which as a package would dramatically weaken the Endangered Species Act.
