Educational meetings with Members of Congress regarding the BCSE-BNEF Sustainable Energy in America Factbook The Clean Energy Business Network (CEBN), an independent initiative of the BCSE, also engages in lobby activity and in building awareness before Congress on examples of small and medium-sized businesses across the nation contributing to the clean energy economy. The CEBNs lobbying activities and expenditures are included in the BCSEs quarterly LD-2 filings. CEBNs activity includes information gathering, direct advocacy, and grassroots advocacy support (including group and individual letters and group lobby visits to Capitol Hill) on appropriations for the Department of Energy, extension of expired clean energy tax incentives, reforms to federal grant programs (including Small Business Innovation Research), and proposals for economic recovery in the cleantech sector. CEBN also engaged in advocacy on S. 2283/H.R. 5155, the Waste Heat to Power Investment Tax Credit Act. The BCSE also provides administrative service to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditures are included in the BCSE's quarterly LD-4 filings. Cascade Associates is a lobbyist for the FPCC. The FPCC contacted: The House of Representatives, Senate, Department of Energy, Office of Management and Budget, Council on Environmental Quality, General Services Administration, Department of Veterans Affairs, Departments of Navy, Army, and Air Force and the Offices of the Secretary of Defense. The FPCC is working with Members of Congress in developing complimentary policy for Energy Savings Performance Contracting (ESPC.) Specifically, they met with congressional offices for support of the Energy Savings Through Public-Private Partnership Act (S.1706/H.R.3079), the Federal Energy and Water Management Performance Act (S. 1857), the All-of-the-Above Federal Building Energy Conversation Act (S. 1245/H.R. 2664) and regarding funding levels for FY21 appropriations bills. The FPCC lobbied for increased funding for the Federal Energy Management Program in the FY21 Energy and Water Appropriations bill, and for the establishment of a pilot program in the FY21 National Defense Authorization Act that would leverage funds to include resilience and cybersecurity into performance contracting. The FPCC also lobbied for the inclusion of ESPC provisions and funding in any potential stimulus package and for federal ESPC provisions and funding in the Build Back Better Act (S.4060/H.R.7303). They met with members of the Armed Services Committees, Appropriations Committees, Veterans Affairs Committees, House Energy and Commerce Committee, and Senate Energy and Natural Resources Committee.
