Cannabidiol and Marihuana Research Expansion Act This bill establishes a new, separate registration process to facilitate research on marijuana. Specifically, the bill directs the Drug Enforcement Administration (DEA) to follow specified procedures to register (1) practitioners to conduct marijuana research, and (2) manufacturers to supply marijuana for the research. The bill allows certain registered entities (including institutions of higher education, practitioners, and manufacturers) to manufacture, distribute, dispense, or possess marijuana or cannabidiol (CBD) for the purposes of medical research. Additionally, the bill directs the DEA to register manufacturers and distributors of CBD or marijuana for the purpose of commercial production of an approved drug that contains marijuana or its derivative. Finally, the bill includes various other provisions, including provisions that require the DEA to assess whether there is an adequate and uninterrupted supply of marijuana for research purposes; prohibit the Department of Health and Human Services (HHS) from reinstating the interdisciplinary review process for marijuana research; allow physicians to discuss the potential harms and benefits of marijuana and its derivatives (including CBD) with patients; and require HHS, in coordination with the National Institutes of Health and relevant federal agencies, to report on the therapeutic potential of marijuana for various conditions such as epilepsy, as well as the impact on adolescent brains and on the ability to operate a motor vehicle.

As the federal government considers how to reconcile state legal cannabis programs with cannabis' federal illegality, CCIA supports legislation and regulatory paradigms that decriminalize cannabis, remediate the harm of the failed War on Drugs, ensure the highest standards of consumer safety, respect existing cannabis supply chains and provide equitable financial treatment for cannabis businesses. HR 1996, HR 3884 and HR 3105 are the three primary pieces of legislation which CCIA has supported to achieve these goals. Additionally, CCIA supported the SHIP Act HR 8825. To note, CCIA submitted comments to the discussion draft of the Cannabis Administration and Opportunity Act (CAOA) introduced by Senators Schumer, Booker and Wyden last year. CCIA supports the Senators' comprehensive approach to reform and looks forward to working with legislators on another version of the bill when it is formally introduced. Additionally, CCIA noted the introduction of HR 5977 by Congresswoman Mace and the Hope Act by Reps. Ocasio-Cortez and Joyce during the fourth quarter of 2021 and looks forward to working with these congressional offices to advance areas of critical reform this year. General Parkinson's disease information about symptoms, triggers, health coverage, health costs, social determinants of health related to Parkinson's disease and data collection, research, and health access for underserved communities. H.R. 8585/S. 4851, the National Plan to End Parkinson's Act - to require the U.S. Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. As the federal government considers how to reconcile state legal cannabis programs with cannabis' federal illegality, the National Cannabis Roundtable supports legislation and regulatory paradigms that decriminalize cannabis, remediate the harm of the failed War on Drugs, ensure the highest standards of consumer safety, respect existing cannabis supply chains and provide equitable financial treatment for cannabis businesses. HR 1996, HR 3884 and HR 3105 are the three primary pieces of legislation which NCR has supported to achieve these goals. To note, NCR submitted comments to the discussion draft of the Cannabis Administration and Opportunity Act (CAOA S4591) introduced by Senators Schumer, Booker and Wyden last year. NCR supports the Senators' comprehensive approach to reform and looks forward to working with legislators on another version of the bill when it is formally introduced. Additionally, NCR noted the introduction of HR 5977 by Congresswoman Mace and the Hope Act by Reps. Ocasio-Cortez and Joyce during the fourth quarter of 2021 and looks forward to working with these congressional offices to advance areas of critical reform this year.
