Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Ongoing discussions regarding proposed amendments to the reauthorization of the Higher Education Act and the Tribally Controlled Colleges and Universities Assistance Act. Proposed changes include changes to the TCU portion of the HEA Title III program (section 316), authorization of a new TCU Native Language program, new TCU Graduate Level program, and modernization of the TCU facilities report and program (TCCUAA update), and new executive order on TCUs (to be codified through legislation). Discussions also included feedback on legislative drafts: Sen. Warren's bill on boarding school commission (S. 2907), Sen. Schatz's teacher support bill, and Sen. Smith's Indian Education bill. Additional advocacy to support funding of the Hawkins Centers on Excellence to support teacher preparation programs at HBCUs, TCUs, and MSIs. In response to the ongoing COVID-19 pandemic, AIHEC is working with relevant federal agencies on the implementation of TCU provisions within the American Rescue Plan Act of 2021 (H.R. 1319/P.L. 117-2). AIHEC provided feedback to the HELP committee and House Ed and Labor committee on higher education provisions within the Build Back Better Plan to advocate for TCU specific provisions. This includes the tuition free community college program, retention and completion grants, MSI research and development infrastructure program, and TCU investments funding.
