Secure America Act This act provides $70 billion in funding to the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE) through FY2029 for immigration enforcement, border security, and related activities. It is known as a reconciliation bill and includes legislation submitted by certain congressional committees pursuant to provisions in the FY2026 congressional budget resolution ( S. Con. Res. 33 ) that directed the committees to submit legislation to the House or Senate Budget Committee that will increase the deficit. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) TITLE I--COMMITTEE ON HOMELAND SECURITY AND GOVERNMENTAL AFFAIRS (Sec. 101) This section provides funding for CBP to hire, pay, train, and equip Border Patrol agents and Border Patrol support personnel to conduct functions other than immigration enforcement and customs functions. The funds provided by this section may not be used to recruit, hire, or train personnel for the duties of processing coordinators after October 31, 2028. (Sec. 102) This section provides funding to ICE for (1) hiring, paying, training, and equipping Homeland Security Investigations (HIS) agents and support personnel; and (2) other necessary expenses for HSI’s mission support and operations and maintenance. It also requires specified funds to be used to hire, pay, and equip additional child exploitation investigators and forensics analysts for certain HSI offices to (1) support the identification and rescue of victims of child sexual exploitation and abuse, and (2) train such personnel and state and local law enforcement regarding identifying victims of child sexual exploitation and abuse. The funds provided by this section must be used for functions other than those related to HSI’s immigration enforcement and customs enforcement missions. (Sec. 103) This section provides funding to CBP for border security, technology, and screening, including procurement and integration of new nonintrusive inspection equipment and associated civil works (e.g., artificial intelligence, machine learning, and other innovative technologies) and other mission support to combat the entry or exit of illicit narcotics at ports of entry and along the southwest, northern, and maritime borders; upgrading and procurement of platforms for rapid air and marine response capabilities; upgrading and procurement of border surveillance technologies along the southwest, northern, and maritime borders; necessary expenses, including the deployment of technology, relating to the biometric entry and exit system under the Intelligence Reform and Terrorism Prevention Act of 2004; enhancing border security by combating drug trafficking, including fentanyl and its precursor chemicals, at the southwest, northern, and maritime borders; and necessary expenses for CBP's mission support and operations and maintenance for functions other than those related to its immigration enforcement and customs missions. None of the funds provided by this section may be used for the procurement or deployment of surveillance towers along the southwest border and the northern border that have not been tested and accepted by CBP to deliver autonomous capabilities. Under this section the term autonomous means a system designed to apply artificial intelligence, machine learning, computer vision, or other algorithms to accurately detect, identify, classify, and track items of interest in real time such that the system can make operational adjustments without the active engagement of personnel or continuous human command or control. (Sec. 104) This section provides additional funding to DHS for the purposes for which funding is provided in this title. TITLE II--COMMITTEE ON THE JUDICIARY (Sec. 201) This section provides funding to CBP for hiring, paying, training, and equipping CBP agents and the necessary support staff, and other necessary expenses for mission support and operations and maintenance, in order to carry out immigration enforcement activities. The bill doubles the matching rate from 50 percent to 100 percent, so that the government matches retirement plan contributions dollar for dollar up to $2,000 per year (now indexed to inflation). The bill also increases the amount of people eligible for the match with an income phase-out range beginning at $85,000 to $115,000 for a joint return ($42,500 to $57,500 for single and $63,750 to $86,250 for head of household). Savers Match contributions would now have after-tax Roth treatment, so the contributions and earnings would not be taxed upon distribution but also not be taxable to the saver in the year of contribution unlike normal Roth contributions. 42.S.5550 529 Retirement Enhancement Act of 2026: The bill eliminates the $35,000 lifetime cap on rollovers from 529 education savings accounts to Roth IRAs. 43.H.R.10641 Employee and Retiree Access to Justice Act of 2026: The bill amends ERISA Section 502 to deem pre-dispute and post-dispute forced arbitration clauses, class action waivers, and representation waivers unenforceable. 44.H.R.10702 Workers Retirement Savings Protection Act of 2026: The bill creates a new statutory definition of an investment advice fiduciary under Section 3(21) of the Employee Retirement Income Security Act (ERISA). 45.H.R.10703 Protecting Workers Benefits Act of 2026: The bill amends ERISA Section 502 to allow individuals to bring a legal action as assignees on behalf of their plan and get a cut of any settlement or award, similar to whistleblower actions under the False Claims Act. 46.General Account Product Corrections Act: This proposed legislation clarifies fiduciary responsibilities for life insurance companies as it relates to investments in their general accounts. NETWORK opposes H.Con.Res. 14, the Resolution on the Budget for Fiscal Year 2025. This resolution sets in motion a bill that, if passed, will significantly harm millions of hardworking people and families to pay for tax cuts for the ultra-wealthy. NETWORK Lobby for Catholic Social Justice opposed the FULL-YEAR CONTINUING APPROPRIATIONS AND EXTENSIONS ACT, 2025. This bill made significant cuts to programs that help keep costs down in housing, healthcare, veterans services, seniors services, and more. This bill also shifted significant funding from human needs programs to fund the major expansion of family detention centers and private prisons to cage immigrant families. NETWORK strongly opposes H.R.1, the budget reconciliation bill, because it makes significant cuts to our nation's healthcare programs - MEDICAID and the Affordable Care Act - and food programs - the Supplemental Nutrition Assistance Program - to pay for 4.5 trillion dollars of tax cuts for the wealthy and corporations and to fund the mass separation of families through detention and deportation. The bill also raises our nation's debt by 3.5 trillion dollars. NETWORK opposed House CR proposal because it did not address the need to extend the ACA enhanced premium tax credits for 24 million Americans before open enrollment, November 1. NETWORK Lobby urged a YES on H.R. 7148 H.R. 7148, the Consolidated Appropriations Act, 2026, which was signed into law on February 3, 2026, becoming Public Law No: 119-75. It provides full-year, bipartisan funding for several federal departments-including Defense, Labor, Health and Human Services, Education, and Transportation-for the remainder of FY2026. NETWORK Lobby urged Members of Congress to reject the budget resolution and legislative text of a $70 billion reconciliation bill (Secure America Act, S.2) exclusively focused on immigration enforcement. This bill expands funding for mass deportation and detention of immigrant community members, and fails to include legal protections to ensure immigration enforcement is executed in a humane manner consistent with other law enforcement agencies.

NETWORK opposes H.Con.Res. 14, the Resolution on the Budget for Fiscal Year 2025. This resolution sets in motion a bill that will substantially expand detention and deportation of law-abiding immigrants who contribute to our communities. NETWORK Lobby for Catholic Social Justice opposed the FULL-YEAR CONTINUING APPROPRIATIONS AND EXTENSIONS ACT, 2025. This bill shifted significant funding from human needs programs to fund the major expansion of family detention. NETWORK opposed S. 5, the Laken-Riley Bill. The bill raises serious due process concerns by requiring mandatory detention in cases where people have been accused of theft and other petty crimes. Additional concerns include the guaranteed right to sue for states that disagree with federal immigration policy (including threatening the exclusions of visa to entire countries). NETWORK strongly opposes H.R. 1 for many reasons including spending approximately 900 billion dollars in immigration enforcement, detention and deportation which will separate families and terror law-abiding immigrant communities across the country. NETWORK strongly supports: Protecting Sensitive Locations Act (H.R. 1061) which would prohibit enforcement actions like arrests or searches at places such as schools, hospitals, churches, courthouses, DMVs, and homeless shelters. American Dream and Promise Act of 2025 (H.R. 1589) which would provide a pathway to citizenship to Dreamers, undocumented immigrants who were brought to the United States as children. It would also include recipients of Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) beneficiaries. Religious Workforce Protection Act (H.R. 2672 / S. 1298) which would amend immigration law to allow foreign-born religious workers (R-1 visa holders) to remain in the U.S. past the current 5-year limit while awaiting permanent residency (EB-4) approval, preventing mandatory one-year departures. Protect Vulnerable Immigrant Youth Act (H.R. 3763 / S. 1965) which would eliminate employment-based visa caps for abused, abandoned, and neglected children who are classified as special immigrant juveniles. The Dream Act (S. 3348) which would provide a path to lawful permanent residency and eventual citizenship for undocumented immigrants brought to the U.S. as children, known as "Dreamers". The Dignity for Detained Immigrant Act (HR 6397) which would reform the U.S. detention system by ending mandatory detention, prohibiting family detention, and phasing out private detention facilities over three years. NETWORK opposes funding proposals for ICE and CBP without adequate protections for communities to stop oppose and mass deportations. These agencies are not living up to obligations to conduct themselves with humanity and care for individuals. Rather they are unaccountable agents who disregard basic standards of human dignity and care. They should not be funded unless they overhaul operations and apply basic policing standards to their work. NETWORK Lobby strongly opposed the budget resolution and legislative text of a $70 billion reconciliation bill (Secure America Act, S.2) exclusively focused on immigration enforcement. This bill expands funding for mass deportation and detention of immigrant community members, and fails to include legal protections to ensure immigration enforcement is executed in a humane manner consistent with other law enforcement agencies. NETWORK strongly supports H.R. 1689, a bill to require the Secretary of Homeland Security to designate Haiti for temporary protected status. This is critical to ensure current Haitian TPS holders can remain in the US and have valid work authorization. NETWORK strongly opposes the Deport Alien Gang Members Act, a bill that would drastically expand the federal governments authority to label activists as gang members and expedite their removal.
