Call for the strengthening of the Clean Air Acts Regional Haze Rule [EPA] Urge EPA to issue strong and consistent National Pollutant Discharge Elimination System (NPDES) regulations because they are essential to meeting the original intent of the Clean Water Act to ultimately eliminate water pollution in order to restore and maintain the physical, chemical and biological integrity of the Nations waters. Support the EPA and Army Corps of Engineers Clean Water Rule, which would clarify which waters deserve protection under the Clean Water Act, and oppose all Congressional attempts to block or undermine the rule, including S.J.Res.22, the Congressional Review Act Resolution of Disapproval. Oppose H.R. 1644, the STREAM Act, a bill that blocks protections for drinking water in mining communities. Oppose H.R.3797, the SENSE Act, which would weaken clean air protections for power plants burning coal refuse or waste. Support S. 2588, the Grants and Education To Tackle Homeowner Exposure to Lead Ensuring America Drinks Only from Unpolluted Taps Act of 2016 (GET THE LEAD OUT Act of 2016), S. 2587, the Copper and Lead Evaluation and Reporting Act of 2016 (CLEAR Act), S. 2586, the Thorough Evaluation of State Testing to Kick-start Investigations before Damage is Suffered Act of 2016 (TEST KIDS Act), and S. 2583, the Firm, Unwavering National Dedication to Water Act of 2015 (FUND Water Act), that would address the problem of lead contamination in our nations drinking water. Oppose H.R.5055, the FY2017 House Energy and Water Appropriations bill, which cuts clean energy funding and contained a slew of riders harmful to the environment. Oppose H.R.4775, the Ozone Standards Implementation Act, which would gut the EPAs updated ozone standards. Support pro-environment amendments (Polis #2, Norton #3, Pallone #5, Rush #7) and oppose anti-environment amendments (Whitfield #1). Oppose S. 2822 & S. 2072, bills the legislatively undermine the EPAs updated ozone standards. Support Senator Cardins package of legislation to address water quality, drinking water, and public health needs, as well as the House companions (H.R. 4797 and H.R. 4806). Support S. 2821, the TRUE LEADership Act, which aims to reduce lead exposure and poisoning in our air, water, homes, and communities. Oppose extension of the comment period for the Department of Transportations National Performance Management Measures, which requires agencies to estimate the pollution due to transportation plans.

"Waters of the U.S." Final Rule: The organization has serious concerns about the final rule issued by the EPA and Army Corps of Engineers (Corps) to define the scope of waters protected under the Clean Water Act. Our concerns were detailed in comments submitted to the docket. The organization supports The Regulatory Integrity Protection Act of 2015 (H.R.1732) and The Federal Water Quality Protection Act (S.1140) to prohibit the agencies from moving forward with the rule and directing them to consult with state and local officials before writing a new rule. The organization supported action through the Congressional Review Act to disapprove the WOTUS rule (S.J.Res.22 and H.J.Res.59).

Michigan Farm Bureau (MFB) continues to express concerns with the EPAs efforts to expand the definition of Waters of the United States under the Clean Water Act/Clean Water Rule. MFB supported H.R. 1732, the Regulatory Integrity Protection Act of 2015 and has asked the U.S. Senate to pass similar legislation. The bill would require the U.S. Army Corps of Engineers and the U.S. EPA to withdraw the Clean Water Rule. MFB also supported S. 1140 the Federal Water Quality Protection Act and S.J.Res. 22, a vote of disapproval of the WOTUS rule. MFB also supports H.R. 3120, the Great Lakes Assurance Verification Act of 2015, a bill that would establish a Great Lakes basin initiative for agricultural nonpoint source pollution prevention. MFB supports H.R. 5226, the Regulatory Integrity Act, a bill that requires transparency about public communications made by agencies. MFB believed that the EPA overstepped its boundaries in regard to how it communicated the Waters of the US rule during the public comment period. This bill is in response to that concern. MFB also supported the Interior Appropriations Bill that passed in the House in July. In particular provisions that would prevent EPA from making changes to the definition of "navigable waters" under the Clean Water Act.

S. 1140 - Federal Water Quality Protection Act H.R. 1732 - the Regulatory Integrity Protection Act H.J. Res. 59 and S.J. Res. 22 - WOTUS Congressional Disapproval Resolution These bills would withdraw the EPA's Waters of the U.S. Rule and require agencies to develop another rule. This rule significantly expands the scope of the CWA. This new rule would add numerous regulatory burdens on golf courses that could impact their bottom lines and cause a loss of jobs. S. 1500 - Sensible Environmental Protection Act of 2015 H.R. 897 - the Reducing Regulatory Burdens Act of 2015 These bills would eliminate the EPAs Clean Water Act NPDES pesticide general permits for aquatic pesticide applications in, over or near waters of the U.S.. The permits add regulatory burdens on golf courses that could impact their bottom lines and put courses under threat of citizen action lawsuits.

Res. 22, a joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Corps of Engineers and the Environmental Protection Agency relating to the definition of "waters of the United States" under the Federal Water Pollution Control Act. Continue to oppose additional burdensome and unnecessary restrictions by EPA's proposed limits on both commercial and private pesticide applicators as well as EPA's proposed Worker Protection Standards. The annual spring prescribed burn season was larger in Kansas due to good weather, a high fuel load, and the ever increasing need to control invasive species in Kansas. Kansas Farm Bureau made sure congressional offices and the Region 7 EPA office was aware of the necessity for fire to maintain the native ecosystem in the Flint Hills, Smoky Hills and Gyp Hills areas of Kansas through the months of April and May.
