Favor amendment to the Elementary and Secondary Education Act Title I formula contained in H.R. 2485, the All Children are Equal Act. The amendment would reduce the influence that the number of formula children in a local education agency has on its share of the national appropriation of Title I funds and increase the influence that the percentage of students in a local education agnecy who are formula students has on its share of the national appropriation of Title I funds.
