Provided comments and feedback on the following bills: H.R. 976 Ensuring Transparent Honest Information on COVID-19 (ETHIC) Act, Public Health Infrastructure Saves Lives Act, American Recovery Plan, American Jobs Plan, recommendation on priorities for public health preparedness to the Senate HELP Committee, the Medicaid funding cliff for the U.S. territories.

ASTHO supported the following requests for funding: Public health funding in the American Rescue Plan Act of 2021, appropriations for FY22 for the following areas: The Centers for Disease Control and Preparedness (CDC), the Public Health Emergency Preparedness program at the CDC, the Preventive Health and Health Services Block Grant at the CDC, the Hospital Preparedness Program at the Assistant Secretary of Preparedness and Response, the National Ebola Treatment and Training Network at the Assistant Secretary for Preparedness and Response, CDC's National Center for Environmental Health, Funding for Firearm Morbidity and Mortality Research, Title V Maternal and Child Health Services Block Grant, Vector-Borne Disease Network, Address Antimicrobial Resistance, the CDC Office on Smoking and Health and increases in funding for the Health Resources and Services Administration.

Provided comments on The Protecting Providers Everywhere (PPE) in America Act, The American Rescue Plan Act of 2021 (H.R. 1319), and endorsed the Insular Area Medicaid Parity Act (H.R.265). ASTHO supported legislation on maternal and child nutrition, public health workforce, tobacco cessation, and social determinants of health.

i. ASTHO supported funding to develop a public health laboratory in Guam.

Increasing funding for CDC, HRSA, ASPR, SAMHSA and other public health agencies in the FY21 Labor, Health and Human Services, and Education Appropriations bill. Also, supported emergency supplemental funding for state and territorial health departments to prepare for and respond to COVID-19 outbreak.

i. ASTHO joined coalition letters to Congress and the Administration on topics related to ensuring equitable allocation, distribution, access, and utilization of approved COVID-19 vaccines, vaccine hesitancy, prohibiting menthol as a characterizing flavor in cigarettes, and global tuberculosis and research programs. ii. ASTHO met with congressional offices to discuss matters related to COVID-19 vaccine distribution and administration. iii. ASTHO provided informal feedback on legislative proposals related to COVID-19 testing, protecting frontline workers, ensuring adequate personal protective equipment supply, contact tracing, and the impact of utilizing health impact assessments in non-health legislative proposals.

ASTHO provided feedback to Senate HELP Leadership Commenting on HEALS Act. ASTHO also urged Congress to extend unemployment insurance in emergency supplemental funding legislation. ASTHO provided informal feedback on a number of COVID-19 legislative proposals including but not limited to legislation about immunization, contact tracing, testing, data collection, public health infrastructure, public health funding mechanisms, personal protective equipment, preparedness and other items. ASTHO didn't formally endorse or oppose these bills. ASTHO joined coalition letters to Congress on topics related to public health data infrastructure, immunization policies, tobacco, Alzheimer's prevention, global health issues, antimicrobial resistance, and prevention of infectious diseases.

Provided informal feedback on a number of COVID-19 legislative proposals including but not limited to legislation about immunization, contact tracing, testing, data collection, preparedness and other items. ASTHO didn't formally endorse or oppose these bills.
