H.R.1984 - Disclosing Aid Spent to Ensure Relief (DISASTER) Act. In support of this legislation. This bill requires the Office of Management and Budget to submit an annual report to Congress on the amount of disaster-related spending by the federal government. The report must include all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs.
H.R. 763 - The Energy Innovation and Carbon Dividend Act. Lobbied in support of this legislation. This legislation would establish a gradually increasing fee on the CO2-e content of fossil fuels and fluorinated gases, returning 100% of the revenue back to households as a monthly dividend. It would also establish a border adjustment to minimize leakage of carbon emissions to other countries, and pauses some existing EPA authority to regulate greenhouse gas emissions from fossil fuels, pending expected performance of the fee. H.R. 4160 and S. 2429 - Restoring Resilient Reefs Act of 2019. In support. The bipartisan Restoring Resilient Reefs Act would revive and modernize the Coral Reef Conservation Act of 2000, fifteen years after its expiration. It would institute 5-year authorization with an explicit focus on restoration activities where natural disasters and human activities have degraded reef ecosystems. Also included are federal funding and technical assistance to states and impacted communities; overlapping federal, state, and local planning responsibilities for better collaboration; enhanced assessment and reporting procedures; and new avenues for the provision of emergency funds to ensure rapid and effective responses to coral reef emergencies. The bill also codifies and updates the U.S. Coral Reef Task Force previously established by Executive Order under President Clinton. H.R. 2156 and S. 1232 - Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More (RECLAIM) Act of 2019. In support. S.3894 and H.R. 7393 - The Growing Climate Solutions Act. In support. The Growing Climate Solutions Act is a bipartisan, bicameral bill that supports the use of climate-smart farming methods. This bill would help farmers and foresters access carbon credit markets so they can be paid for the carbon emissions theyre preventing and the carbon theyre sequestering. It does so by creating a new certification program at USDA to help solve technical entry barriers for farmer and forest landowner participation in carbon credit markets. One of the biggest impediments to land-based climate solutions is the difficulty for agriculture producers to participate in carbon credit trading. The bill aims to increase landowner participation and adoption of practices to reduce costs of developing carbon credits.

Citizens' Climate Lobby (CCL) advocates for a single policy: Carbon Fee and Dividend. It is a revenue-neutral carbon fee, which would amend the tax code to impose a gradually increasing fee on the fossil carbon content of coal, oil, and natural gas, then rebate 100% of the proceeds to households as a monthly dividend. No bill mirroring CCL's policy is submitted at present. However, several bills are similar, though CCL does not lobby for them: H.R. 972, H.R. 2202, S. 1548, H.R. 3104, S. 2399, and H.R. 4283.

Citizens' Climate Lobby helped Rep. Chris Gibson sign up co-sponsors for his resolution, H. Res. 424: Expressing the commitment of the House of Representatives to conservative environmental stewardship. Constituents were asked to call and meet with selected Republican members of the House.
