NDRN's main focus in on the Protection and Advocacy (P&A and Client Assistance Program (CAP) funding contained in the Labor/ HHS / Appropriations bill. We continue to work to make sure that the authority and access to people, records, and places that the P&A and CAP agencies have remain strong and robust. We follow both regulations and legislation to make sure that nothing infringes on this strong authority. So far in 2020 nothing has been introduced. We also work to ensure that the Americans with Disabilities Act remains a strong civil rights law. Last Congress legislation was introduced (H.R. 620) that would have weakened the law. Representative Calvert has introduced an ADA notification bill that we will track. Finally, we also are working to ensure that the Home and Community Based Services rule implemented in the Obama Administration remains strong and not undercut by changes in regulation or law. Finally ensuring that the right to vote is accessible for people with disabilities.

NDRN's work here focused on ensuring that veterans with disabilities have legislation passed to help them make the transition to civil life. Also, exploring funding for the work the P&As and CAPs have been doing with veterans. Finally we have been working to get legislation reintroduced to create a demonstration project and funding for P&As to monitor veteran facilities, specifically focused on veterans with mental health or substance use issues.

Stopping the use of restraint and seclusion in schools and legislation in both the House and Senate to create federal standards on the use of restraint and seclusion. Working to get the Keeping All Students Safe Act from previous Congresses introduced in the 115th Congress. Legislation to reauthorize IDEA. With the passage of the Every Student Succeeds Act, our focus turned to the implementation of ESSA through regulation and guidance, as well as arguing against the rescinding of guidance and regulations we supported from the last Administration. We also worked to ensure the regulations and legislation concerning what is home and community based living remains reflective of what people with disabilities want and desire. Finally, We continued to work to ensure that the American with Disabilities Act is not limited in its authority and coverage for people with disabilities, specifically against bills like the ADA Notification Act, HR 620. In the fourth quarter of 2018, NDRN's focus turned to Fiscal Year 2020 appropriations as FY 2019 appropriations for the P&A / CAP Network was finished by the start of the Fiscal Year on October 1, 2018. The FY 20 work will continue to make the case for increases for the Protection and Advocacy programs and the Client Assistance Program. But since other aspects of the FY 2019 appropriations was not done, we also continued to work in coalition for other programs for individuals with disabilities. While a budget agreement was reached that limited the impact of sequestration for FY 18 and 19, we know it can come back in FY 20 so we will continue to work to get rid of the negative effects of sequestration on non discretionary defense budgets.
