We continue to work to make sure that the authority and access to people, records, and places that the P&A and CAP agencies have remain strong and robust. Finally, pushing back against proposed changes to Medicaid and Medicare along with the home and community based services rule.

Creation of a juvenile justice protection and advocacy program in the JJDPA re-authorization. Also discussing individual demonstration projects for P&As on juvenile justice issues. Also looking at the overall JJDPA and other juvenile justice issues as they relate to individuals with disabilities. Finally, criminal justice and police response issues as it relates to people with disabilities. NDRN also followed the attempts to implement overall criminal justice reform to make sure they included aspects beneficial to people with disabilities and did not contain punitive measures that would negatively impact people with disabilities.

Advocating for housing bills that help individuals with disabilities afford and obtain housing. Working to strengthen the Section 8 program and the national housing trust fund. Finally, fighting back against cuts to housing programs contained in the President's budget as work progressed to finish off the FY 2018 appropriations.

In this issue area NDRN works on ensuring that Amtrak finally is fully accessible for people with disabilities. Specifically we ask for increased funding for Amtrak to use to address accessibility issues. We are also looking at the Amtrak reauthorization to see how we can make this goal a reality.
