H.R.1996 - SAFE Banking Act: This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business (Safe Harbor for Banks). Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. This removes a major barrier of entry for small cannabis businesses and protects them from potential theft as most cannabis businesses operate under cash-only.

Agriculture Improvement Act of 2018
Client: MARIJUANA POLICY PROJECT · Firm: MARIJUANA POLICY PROJECT
H.R.2 - Agriculture Improvement Act of 2018, made recommended improvements such as addressing the legal gray area of whether delta-8 and other hemp-derived intoxicants are defined as "industrial hemp". Provisions of the 2018 Act explicitly legalize the possession of cannabinoids that are naturally occurring constituents of hemp, but it does not impact the control status of synthetically derived cannabinoids. This created a proliferation of THC hemp-derived products in states where cannabis is legal or not, creating a parallel market. We advocated for more safety measures to be put into place and for Congress to clarify the definition of what constitutes as industrial hemp.
