Internet Radio Fairness Act (not yet reintroduced): Discussed the impact to webcasters (specifically small webcasters) of the current "willing buyer/willing seller" standard. Further discussed that if a lower royalty standard is not established, there is a high probability that internet music services will cease doing business because most, if not all, services are losing money because of the high royalty rates. Also discussed how smaller services are benefitting musicians, especially those who are not able to get onto terrestrial radio.

Discussed the proposed cap on and bucket for itemized deductions (specifically the charitable deduction) and the effect that they would have on the charitable sector and those that the charitable sector serves. Also discussed how the charitable deduction is unique from the other itemized deductions and shouldn't be touched, and that charitable orgnanizations and those they serve would likely be impacted more severely if a cap or bucket were utilized because donations are discretionary, while the other deductions are less so.
FCC Docket 99-25: Discussed concerns about the 50 per broadcaster nationwide cap on translator applications from the 2003 FM translator filing window. Also discussed concerns about the one per broadcaster market cap for applications. Discussed how a cap would impact services for smaller markets, that there are other ways for the FCC to deal with "speculation" concerns resulting from parties who massed filed applications and that some markets are so large that one application would not be sufficient.

FM Chips in Cell Phones: Discussed the public policy benefits of having activated FM chips in cell phones, including the ability for broadcasters to provide thorough, up-to-date and relevant information to the general public in cases of emergency. FCC Docket 99-25: The FCC's Third Proposed Notice of Rule Making proposed a nationwide cap of 50 applications that any broadcaster could pursue from its previously filed applications from the FCCs 2003 FM translator filing window, in part, to deter groups that had filed large numbers of applications with the primary intent to resell the granted applications (construction permits). House and Senate offices were requested to contact the FCC to oppose the proposed cap because it would impact the broadcasters who filed a large number of applications with the intent to build and operate those stations and because it would result in smaller and rural communities receiving fewer new broadcast services. An alternative, wherein the cap would be limited to applications in the top 150 markets, was also suggested. Local Radio Freedom Act: Discussed the impact that performance royalties (payable to artists and record labels) for terrestrial music broadcasts would have on radio broadcasters and for offices to support the respective House or Senate resolution opposing such royalties. Charitable Deduction Cap: Discussed the impact that a proposed cap on the deductibility of charitable deductions would have on non-profit/charitable organizations.
