Congress finds that industrial hemp is a non-narcotic agricultural commodity that is used in tens of thousands of legal and legitimate products. Production, processing, commercialization and utilization of industrial hemp should be allowed and it should be regulated by the USDA rather than the Drug Enforcement Administration.

This bill amends the Immigration and Nationality Act to revise visa allocation provisions, including family related visas. A nonimmigrant classification for parents of adult U.S. citizens is created. A trust fund is established to provide incentives for such workers to return to their countries of origin.
