United Spinal supports preserving the Social Security benefit. Social Securitys disability programs are critical to people with disabilities and their families. United Spinal is opposed to proposing linking social security benefits to a different CPI measure, the chained CPI, instead of the CPI-W (Urban Wage Earners and Clerical Workers) will result in a significant benefit cut for both current and future Social Security beneficiaries in the disability, retirement, and survivors programs. United Spinal opposes the Chained Consumer Price Index (CPI). The chained CPI would lead to lower COLAs for beneficiaries. Use of a chained CPI could have dramatic impacts on current and future Social Security beneficiaries. Beneficiaries receiving the average 2012 Disability Insurance benefit could see cuts of 2.6% after 10 years, 5.4% after 20 years, and 8.13% after 30 years. United Spinal Association stated to the Office of Management and Budget the need of a minimum of $12.3 billion for its FY 2014 administrative funding to be able to manage increasing workloads regarding claimant hearings and disability determination services (DDS) with reduced staff. Discussed the CHAMPVA Childrens Protection Act of 2011 (H.R. 115/S. 490). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs [VA]). Urged Congress to leave any needed Social Security reforms out of the fiscal cliff negotiations. Includes the submission of a letter to Congress detailing the detrimental impact that adopting the chained CPI would have on veterans.

The Social Security Administration has asked the Government Accountability Office (GAO) to review the GAOs opinion regarding its recommendation that the Work, Incentives, Planning and Assistance Program (WIPA) and the Protection and Advocacy for the Beneficiaries of Social Security Program have legal authority to continue despite its lack of appropriations. Unfortunately, during its review, neither program can provide assistance to those in need of its services. United Spinal continues to advocate for measures (particularly WIPA and PABSS) to stimulate employment opportunities and improved income security for people with disabilities which promotes self-sufficiency and independent living via meaningful work opportunities, income generation, asset-building and community integration and engagement. Supports, HR 6061, WIPA and PABSS Continuation of Services Act of 2012. This legislation amends Title XI of the Social Security Act to repeal the expired authorization of appropriations for (and thus continue services under) the Work Incentives Planning and Assistance (WIPA) program and the Protection and Advocacy for Beneficiaries of Social Security (PABSS) program.

United Spinal Association, as part of the Consortium for Citizens with Disabilities, submitted a statement for the record, entitled, "Stay-at-Work and Return-to-Work Strategies: Lessons from the Private Sector" hearing which was before the Senate HELP Committee in April. The statement emphasized the Social Security Disability Insurance and Supplemental Security Income (SSI) programs as vital to our nations safety net. Recommendations for strengthening Social Security Disability Insurance (SSDI) include the following: Support and strengthen programs designed to allow flexibility for people with disabilities to return to work, including programs authorized under the Ticket to Work and Work Incentives Improvement Act (TWWIIA). Provide a continued attachment to SSDI and Medicare, as long as a beneficiarys impairments last. Revise rules for impairment-related work expenses (IRWE). CCD proposals for revising IRWE include: Apply the current SSI blindness rule to SSDI disability claimants and beneficiaries to allow the consideration of all work expenses, not only those that are impairment-related. Allow beneficiaries to include their health insurance premiums as Impairment Related Work Expenses (IRWEs). This would recognize the higher costs incurred by workers with disabilities who must pay premiums for the Medicaid Buy-In or for continued Medicare after the termination of free Part A benefits. Reinstate SSAs Title II Demonstration Authority and the Demonstration to Maintain Independence, which expired in 2005. Work Incentives Planning and Assistance (WIPA) and Protection and Advocacy for Beneficiaries of Social Security. United Spinal Association signed onto a letter spearheaded by NDLA to support extending the Work Incentives Planning and Assistance (WIPA) and Protection Advocacy for Beneficiaries of Social Security (PABSS) for an additional 18 months. The extension of these two programs will ensure the continuity of employment support counseling services for SSA disability beneficiaries as Congress deliberates and reauthorizes the WIPA/PABSS programs. Urged Congress to leave any needed Social Security reforms out of the deliberations of the Joint Select Committee on Deficit Reduction. Includes the submission of a letter and report to Congress and the Administration detailing the detrimental impact that adopting the chained CPI would have on veterans. Endorsed the importance of Social Security for veterans and their families through the booklet, Social Security: Serving Those Who Serve Our Nation.

The VETS Dogs Act states that the VA Secretary may not prohibit the use of service dogs in Department of Veterans Affairs (VA) facilities or on VA property. Supported the Helping our Homeless Veterans Act (S. 411). This legislation would allow changes to the U.S. Department of Housing and Urban Development and the U.S. Department of Veterans Affairs Supported Housing (HUD-VASH) program to ensure that homeless veterans receive more effective case management services. Discussed the CHAMPVA Childrens Protection Act of 2011 (H.R. 115). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs [VA]). Discussed the Veterans Dog Training Therapy Act (H.R. 198). This legislation directs the Secretary of Veterans Affairs to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of service dog training and handling for veterans with disabilities. Submitted testimony to the House Committee on Veterans Affairs, Subcommittee on Health regarding the Department of Veterans Affairs implementation of the caregivers program included in the Caregivers and Veterans Omnibus Health services Act (P.L. 111-163). Submitted a letter to the Senate Veterans Affairs Committee in support of their efforts to ensure proper implementation of the caregivers program included in the Caregivers and Veterans Omnibus Health services Act (P.L. 111-163) and to urge expansion of the program to include veterans of all eras. Urged the Department of Veterans Affairs to accept the authority granted to them by states through the National Voter Registration Act of 1993 to serve as a voter registration agency. Submitted a formal request for a regulation change to the Department of Veterans Affairs regarding 38 C.F.R. 1.218(a)(11) to ensure access for service dogs to VA facilities. Urged Congress to provide appropriate oversight for and resources to address the Department of Veterans Affairs benefits claims processing backlog. Urged Congress to increase Dependency and Indemnity Compensation benefits and to eliminate the offset of military Survivor Benefit Plan annuities.
