Contacts in support of Lee Amendment (SA 2716) to S. 3414 (cybersecurity bill) and in opposition to pre-emptive cloture on S. 3414; text of SA 2716 was drawn from S. 2103. Contacts in support of preservation of the "D.C. Hyde Amendment," a prohibition on the use of any congressionally appropriated funds for abortions (with certain exceptions) in the Federal District (District of Columbia), in FY 2013 financial services and general government appropriations bills (H.R. 6020, S. 3301). Contacts in opposition to all versions so far proposed of "D.C. Budget Autonomy" legislation, including H.R. 345, H.R. 980, H.R. 3002, S. 2345, and other proposals drafted or reported to weaken congressional control over spending by the local administrative government of the Federal District (including District Council initiative to authorize illegal expenditures of funds without congressional appropriation in violation of the Anti-Deficiency Act), unless and until satisfactory language is added on abortion policy issues. Contacts in opposition to related "budget autonomy" language added to S. 3301 (FY 2013 Financial Services appropriations bill, as approved by the Senate Appropriations Committee).

Formally opposed H.R. 3803, sponsored by Rep. Trent Franks (R-AZ), which would have outlawed all abortions in Washington, D.C. after 20 weeks-with the only exception to save a mother from immediate death. H.R. 3803 would have prevented a woman from having an abortion in many important situations: where continuing a pregnancy could put at risk her health or ability to bear children in the future; where she is suffering from mental illness; and where she has learned of a severe or fatal fetal anomaly. It also would have imposed criminal penalties on any physician found to violate the law, including up to $250,000 in fines and two years in prison. CFI registered its disagreement over the measure with Franks' office and urged its members to contact their representatives to ask him or her to vote no. H.R. 3803 was defeated 220-154 (because rules were suspended, it required two-thirds to pass).
