Support increasing the 302(b) allocation to the Subcommittee on Transportation, Housing and Urban Development, and Related Agencies (THUD) to the highest possible level for fiscal year (FY) 2015. Support the proposed changes to the USDA nondiscrimination regulation covering federally-conducted programs to expand the regulation to include gender identity as a protected group. Support ensuring that upcoming legislation to reform our nations housing finance system will create a system that serves all qualified borrowers in a fair, non-discriminatory fashion. Support Brown (OH) amendment to section 803 of S. 1217. This amendment will significantly improve how servicing is done. Support H.R. 3543 / S. 1761, the Permanently Protecting Tenants at Foreclosure Act. Encourage the FHFA to set strong housing goals and to enable the Enterprises to reach their goals through innovative and proactive means. Support an FHFA reversal of the GSE policy on principal reduction. Support H.R. 4960. Support Julian Castro's nominatin to be Secretary of HUD. Support implementation of the proposed Affirmatively Furthering Fair Housing (AFFH) proposal by HUD. Support requested funding for the Ryan White HIV / AIDS Program, which offers health services for people living with HIV / AIDS, be set at $2.32 billion. Support the Nadler (NY) Housing for Persons with AIDS amendment to HR 4745. Support the reevaluation of all asset disposition policies and programs of HUD to ensure they promote sales to owner-occupant homebuyers rather than investors. Oppose Garrett (NJ) amendment to H.R. 4660. Support increasing funds for the Fair Housing Initiatives Program to at least $52 million annually and the Fair Housing Assistance Program to at least $40 million.Support appropriations to fund HUDs FHEO staffing with at least 750 full time employees. HUD should redesign all federal rental housing programs to meet affirmative obligations to address segregation, with both strong standards (that is, mandatory requirements) and strong incentives for mobility and affordable housing siting. In the Section 8 program, HUD should implement smallarea Fair Market Rents to increase the range of neighborhoods available to voucher holders. HUD should revise the Section 8 Management Assessment Program (SEMAP) and Section 8 Administrative Fee system to reward PHAs for improved opportunity outcomes for families. Additionally, the voucher portability process should be revised to minimize hurdles and information barriers for clients. Oppose arbitrary increases in g-fees (guarantee fees charged by Fannie Mae and Freddie Mac) or LLPAs (loan-level price adjustments) as proposed by the FHFA (Federal Housing Finance Agency). Support the proposed changes to HMDAs reporting requirements, as proposed y the Consumer Financial Protection Bureu, for mortgage lenders. Support for funding for the National Housing Trust Fund (NHTF) by Fannie Mae and Freddie Mac, to bedetermined by the Federal Housing Finance Administration. Any new guarantee fee structure must be reviewed to ascertain its disparate impact on the already limited access to credit in minority neighborhoods. Support a strong Affirmatively Furthering Fair Housing Rule. Support efforts by the FHA to himplement a new system that categorizes loan errors and treats them differently depending on how significant they are and whether they are intentional, and they have asked for comments on their proposal, but also suggest improvements to the proposed changes. FHFA has a clearly laid out mission that includes the duty to reach underserved communities. There are two different metrics considered for the compliance standard: the market metric, that is whether the GSEs meet the percentage of affordable lending in the overall relevant market; and the benchmark metric, whether the GSEs meet a percentage of affordable loans that is set based on market projections, GSE credit policies, and other factors. We recommend these components be designed to work together in the dual market test to carry out FHFAs duty to serve low and moderate income families. We also recommend two other considerations for application of the tests. The test must first be appropriate for the projected persistence of this highly atypical housing market over the next three years. Second, the test must consider the related issue of how FHFA responds to findings of noncompliance, after determining how the goals are structured and how compliance is determined. Single Family Purchase Benchmark Levels Should Higher. Support the AFFH Assessment Tools strong focus on documenting patterns and determinants of housing segregation, both community-wide and in specific government housing programs, although identifying fair housing challenges without beginning to identify policies and actions to address these challenges would severely undermine and marginalize the community engagement process and will not further the goals set out in the AFFH proposed rule. Furthermore, a more robust and detailed set of expectations for community engagement is needed to conform to the ambitious goals of the proposed rule. We also strongly recommend the inclusion of multiple measures of segregation in the Assessment Tool.Support the adoption of updated credit score models by Fannie Mae and Freddie Mac that better predict credit worthiness for consumers with medical debts and thin files. Support Fannie Mae and Freddie Mac being required to institute a policy that prohibits lenders from refusing to manually underwrite a mortgage when there is a credit reporting dispute. Support Julian Castro's nomination to sercce as Secretary of the US Department of Housing and Urban Development. Oppose Chabot amendment to HR 4745. Oppose Gohmert amendment to HR 4745. Support Nadler amendment to HR 4745. Oppose Gosar amendment to HR 4745
