The BCSE also provides administrative service to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditures are included in the BCSE's quarterly LD-4 filings. Cascade Associates is a lobbyist for the FPCC. The FPCC is working with Members of Congress in developing complimentary policy for Energy Savings Performance Contracting (ESPC.) Specifically, they met with congressional offices for support of the Energy Savings Through Public-Private Partnership (S.1706/H.R.3079), and scoring issues related to this bill; the Federal Energy and Water Management Performance Act (S. 1857); and the Open Back Better Act (S.6404/H.R.7303). The FPCC lobbied for the inclusion of these provisions and increased funding for various agencies to leverage performance contracting in any stimulus package proposed in Congress. They also met with members of the Armed Services Committees, Appropriations Committees, Budget Committees, Veterans Affairs Committees, House Energy and Commerce Committee, and Senate Energy and Natural Resources Committee.
