HR 1108, the Aviation Funding Stability Act of 2019. H.R. 1108 would authorize the Federal Aviation Administration (FAA) to draw from the Airport and Airway Trust Fund (AATF) in the event of a government shutdown. Aviation workforce issues. Educated Congress on industry's need to increase the number of pilots and technicians. The Federal Aviation Administration Reauthorization Act of 2018 (Public Law 115-254) created two new grant programs to recruit and train the next generation of aerospace workers and pilots. HAI advocated for full funding for these programs through the fiscal year (FY) 2020 appropriations process. HR 1947, to amend title 38, United States Code, to exempt transfers of funds from Federal agencies to the Department of Veterans Affairs for nonprofit corporations established under subchapter IV of chapter 73 of such title from certain provisions of the Economy Act. This bill contains a section that would cap veterans' flight training benefits. HAI opposes capping veterans' flight training benefits. HR 675, Safe Helicopters Now Act. HR 675 would amend the Internal Revenue Code of 1986 to provide for a credit against tax for improving the safety of fuel systems in emergency medical rotorcraft. S 1560, Safe Helicopters Now Act. S 1560 would amend the Internal Revenue Code of 1986 to provide for a credit against tax for improving the safety of fuel systems in emergency medical rotorcraft. HR 4547, Safe and Quiet Skies Act would prohibit tour flights over national wilderness areas, national parks, national wildlife refuges. HR 4880, Improving Helicopter Safety Act of 2019 would prohibit nonessential helicopters from flying in NYCs covered airspace -including waterways. S 2607, Drone Integration and Zoning Act would allow states to set prices and routes for the carriage of property. HR 5423, the Aircraft Noise Reduction Act (ANRA) would severely restrict access to general aviation airports. This legislation seeks to impose restrictions at the local level, thereby undercutting the utility and safety of thousands of airports across our nation and reversing course on the need to regulate aviation matters at the federal level. Congress has recognized since the 1920s.
