Equal Health Care for All Act This bill prohibits discrimination in health care based on race, ethnicity, and other characteristics. It also revises reporting requirements, adds equity-related measures to certain Medicare programs, and makes other changes to reduce health disparities. To enforce the prohibition, the Department of Health and Human Services (HHS) must establish an administrative process to resolve complaints about inequitable health care. HHS must investigate these complaints and mediate agreements to resolve issues. In the event of noncompliance with a mediated agreement, an aggrieved individual may bring a civil action. Health care providers must also report data in formats that allow disaggregation by demographic factors. HHS must issue proposed regulations to carry out this requirement within 90 days. Additionally, the Centers for Medicare & Medicaid Services (CMS) must include measures related to equitable health care in the Medicare value-based purchasing program for hospitals. This program provides incentive payments based on quality of care. The CMS may also exclude providers that furnish inequitable health care from its programs. In addition, the bill establishes the Federal Health Equity Commission to monitor implementation of the bill and establishes a grant program for hospitals to promote equitable health care.

Support Civil Rights Principles for Hiring Assessment Technologies (Hiring assessments should not discriminate; Hiring assessments should measure traits and skills that are important to job performance; Applicants should be meaningfully notified about how they will be assessed; Hiring assessments should be thoroughly and regularly audited; and Federal and state policymakers should develop new legal and technical standards. In addressing the COVID-19 pandemic, Congress has yet to address the needs of people who need language and communications assistance. Support Congress addressing the lack of resources and civil rights enforcements Support H.R. 8436, the Equal Health Care for All Act, which would to apply a civil rights frame to the issue of inequitable care. Support HR40, which establishes a commission to review Reparations proposals Support a Department of Education Civil Rights Data Collection that is comprehensive, timely, and accessible to all. Support S. 4801 to provide that all persons shall be entitled to the full and equal enjoyment of the goods, services, facilities, privileges, and accommodations of financial institutions. Support legislation to provide funding for state and local responses to include LEP populations, as well as ensure that federal agencies take steps to ensure equal access to COVID-19 programs. This bill expands upon the already introduced COVID-19 Language Access Act (H.R.6623). Support S. 4533, the Anti-Racism in Public Health Act of 2020, which would to provide for public health research and investment into understanding and eliminating structural racism and police violence Support urge all students, educators, and families to rally to advance inclusive and welcoming environments in all schools that celebrate and affirm LGBTQ+ students and staff. Support H,R, 8474, the Jobs and Justice Act, which is an omnibus bill to advance Black families, with provisions to combat the spread of COVID-19, advance economic and educational opportunities, address health disparities, reform the criminal justice system from end to end, and expand access to the ballot. Support the Social Security Administration (SSA) collecting and regularly reporting data about race and ethnicity. We already know that due to differences in earnings over time and other factors, Social Security benefit amounts are lower for people of color than for White beneficiaries. However, we cannot understand the scope or cause of much of the racial disparities in the Social Security system, including in rates of denials, allowances, or other outcomes, until we have a more accurate and comprehensive snapshot of the racial and ethnic makeup of claimants and beneficiaries. Support an investigation into the Trump administrations efforts to politicize intelligence activity with respect to the threat white supremacists pose to national security and the direct link to the undermining of civil and human rights. Support Californias Proposition 16, which would repeal the ban on affirmative action in public higher education, government contracting, and public employment. Express our strong concerns about Facebooks repeated failure to meaningfully address the vast proliferation of hate on its platforms. Support an aggressive, bold, effective and comprehensive stimulus package to provide relief for much of the needless suffering and a myriad of areas that is occurring across our nation as a result of the COVID-19 pandemic.

Support accelerated scientific advances to improve and sustain the health of all Americans, reduce health disparities, lower healthcare spending, strengthen our food system, improve military readiness, and accelerate discoveries and economic growth Support HR 7286 / S 4524 the Quit Because of COVID-19 Act, which would expand tobacco cessation coverage to ensure all Medicaid and Childrens Health Insurance Program (CHIP) enrollees have access to the full array of proven tobacco cessation treatments at this critical time. Without these waivers, clinics will have to reopen on October 1 - forcing pregnant women and young kids to show up in-person well before states are ready to safely open clinic doors. Support S. 4819, the Health Equity and Accountability Act, a blueprint of smart, bold policy solutions that will eliminate barriers to coverage, expand access to affordable care and strengthen the health care system for all, especially for communities affected by health disparities. Support the Mental Health Justice Act, which creates a grant program to pay for hiring, training, salary, benefits and additional expenses for mental health provider first responder units (these mental health providers will act as a sort of mental health SWAT Team - when 911 is called because someone is in a mental health crisis, they will be the first on the scene to help the individual and can divert them to appropriate community resources); and provides technical assistance from the Disability Rights Section of the Civil Rights Division at DOJ and from the Substance Abuse and Mental Health Services Administration (SAMHSA) (grant recipients will receive technical assistance for the establishment and operation of the program. Additionally, states and localities may apply for technical assistance from SAMHSA/DOJ if they choose to use their own funding for the program costs from another portion of the law enforcement budget). Support S. 4737, the Community Immunity During COVID-19 Act, which directs the Secretary of Health and Human Services to make grants to covered health departments to increase the rate of recommended immunizations. Support an aggressive, bold, effective and comprehensive stimulus package to provide relief for much of the needless suffering and a myriad of areas that is occurring across our nation as a result of the COVID-19 pandemic.
