Further Additional Continuing Appropriations Act, 2026 This bill provides continuing FY2026 appropriations to the Department of Homeland Security (DHS) through May 22, 2026. It is known as a continuing resolution (CR) and ends the partial DHS shutdown that began on February 14, 2026, due to a lapse in appropriations for DHS. The CR generally funds most DHS agencies and programs at the FY2025 levels through the earlier of May 22, 2026, or the enactment of the FY2026 DHS appropriations act. The bill also requires specified funds to be used to provide back pay, in accordance with current law, to federal employees affected by a government shutdown due to a lapse in appropriations. Finally, the bill ratifies and approves certain obligations that were incurred during a government shutdown, including obligations incurred to maintain the essential level of activity to protect life and property and bring about an orderly termination of government functions.

Yvette Clarke) - To establish civil rights protections for algorithmic decision‑making systems by prohibiting discriminatory AI uses in key areas of life, requiring robust pre‑ and post‑deployment testing for bias, and increasing transparency and accountability for high‑risk AI tools. - *S. 5315 (117th Congress), Anti-Corruption and Public Integrity Act (Sen. Warren; Rep. Jayapal) - To overhaul federal ethics and anti‑corruption rules by locking the revolving door, ending lobbying as currently structured, restricting stock trading and corporate board service by senior officials, establishing an independent anti‑corruption agency, strengthening judicial ethics standards, and reforming campaign finance laws to curb the influence of big and dark money in politics. - *S. ____ ( )Financial Disclosure Modernization Act (Sen. Schiff) - To strengthen personal financial disclosure requirements for senior federal officials by modernizing and expanding reporting categories for large assets and income, improving electronic filing and public access, and enhancing transparency to help ensure that public officials act in the public interest rather than their own financial interests. - *S.4822 (117th Congress) DISCLOSE Act (Sen. Whitehouse) - To increase transparency in federal elections by requiring groups that spend significant sums on campaign‑related communications to disclose their major donors, thereby limiting the ability of dark money organizations to secretly influence federal elections and policymaking. - *H.R. 4213 / H.R. 7147 (119th Congress), Department of Homeland Security Appropriations Act, 2026 (House Appropriations Committee; House Republican leadership) - To provide full‑year fiscal year 2026 appropriations for the Department of Homeland Security, including border and immigration enforcement, disaster response, transportation security, and related programs, while incorporating policy riders and funding decisions that affect civil rights, immigration enforcement practices, and surveillance authorities. - *S.J.Res. 90 / H.Con.Res.64 (119th Congress), Venezuela War Powers Resolution (Sen. Kaine; Rep. McGovern) - To invoke the War Powers Resolution by directing the removal of United States Armed Forces from hostilities in or against Venezuela that have not been expressly authorized by Congress, thereby reasserting congressional authority over decisions to introduce U.S. forces into armed conflict. - *H.R. 7296 (119th Congress), SAVE America Act (Rep. Roy) - aims to ensure only U.S. citizens vote in federal elections. It mandates that states require documentary proof of U.S. citizenship for voter registration and imposes a photo ID requirement for voting in federal elections. - *H.Con.Res.38 - Directing the President pursuant to section 5(c) of the War Powers Resolution to remove United States Armed Forces from unauthorized hostilities in the Islamic Republic of Iran. (Rep. Massie). - *S.J.Res.104 - A joint resolution to direct the removal of United States Armed Forces from hostilities within or against the Islamic Republic of Iran that have not been authorized by Congress. (Sen. Tim Kaine). - *H.R.7147 - Further Additional Continuing Appropriations Act, 2026 (Rep. Tom Cole). - *H.R.7744 - Department of Homeland Security Appropriations Act, 2026 (Rep. Tom Cole). - *H.R. 8065 - The Restoring Executive Branch Authorities to Oversee Offices of the United States Attorneys Act of 2026 (we opposed this bill; By eliminating the district courts longstanding authority to appoint interim United States attorneys in certain circumstances, this bill would remove a critical check on the Department of Justice at the same time that the president seeks to use the agency to target his perceived political opponents.). - *Opposed FISA 702 Reauthorizations. - *We lobbied to allocate adequate funding for Election Security Grants in the Fiscal Year (FY) 2027 budget. Specifically, we urged members to support the state and local election officials who keep our democracy safe and secure with an appropriation of $825 million in FY27 under existing HAVA grant restrictions and terms, while directing two-thirds of that funding to localities, which by and large administer our elections. - *H.R. 2853, the Combatting Organized Retail Crime Act (CORCA). We opposed this legislation. his legislation would dramatically expand the Department of Homeland Securitys (DHS) role in domestic law enforcement, authorizing sweeping new authority to collect, analyze, and share Americans personal data without meaningful civil liberties safeguards, adequate oversight, or accountability mechanisms should DHS abuse this power. - *Supported the Perry-Garcia Amendment to Ban Flock Automatic License Plate Readers (Rep. Scott Perry & Rep. Chuy Garcia). We urged the Committee on Transportation and Infrastructure to support Rep. Scott Perry and Rep. Chuy Garcias amendment to the Highway Bill that would restrict the use of automatic license plate readers except for tolling purposes. The rapid growth of this surveillance technology in recent years, led in large part by the company Flock Safety, poses a serious threat to the privacy, civil liberties, and constitutional rights of Americans. - *H.R. 3633, Digital Asset Market Clarity Act of 2025 or the CLARITY Act of 2025 (Rep. French Hill). We oppose. Despite recent amendments, the bill remains a dangerous and deeply flawed piece of legislation. If passed, the CLARITY Act would effectively give a congressional stamp of approval to a system rigged forpowerful special interests and well-connected insiders. We urged all Senators to hold the line, resist aggressive industry lobbying, and reject any compromise that fails to enact rigorous, gold-standard public integrity guardrails. - *Continued efforts to oppose NDAA and SAVE Act. - *H.R. 7008, the Stop Insider Trading Act (Rep. Brian Steil), which claims to prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. We oppose. - *H.R. 5016, Restore Trust in Congress Act (Rep. Chip Roy) - To amend chapter 131 of title 5 to prohibit Members of Congress and their spouses and dependents from owning or trading stocks, and for other purposes. We support. - *H.R. 6731, Restore Trust in Government Act (Rep. Seth Magaziner) - To amend chapter 131 of title 5 to prohibit Members of Congress, the President, Vice President, and their spouses and dependents from owning or trading stocks, and for other purposes.
