Advocated for introduction of legislation that would add new construction to the areas of federal procurement activity that would be subject to contract bundling scrutiny. This legislation would be similar to HR 1873 introduced in the 110th Congress. Supported introduction of HR 3771, which provides mentorship and grant assistance to certain small construction businesses for the purpose of placing them in better position to qualify for financial and surety credit. Supported S 292 and HR 275, which would repeal an existing (but not yet in effect) 3% tax withholding on goods and services from government contractors that would adversely impact the cash flow of these contractors and their ability to secure bonding and would have a disproportionate adverse impact on small contractors which could not shoulder the added financing burden.

Specifically, we support the creation of a federal Commission to further study the issue, and efforts that encourage greater mitigation of disaster risks. We have concerns about too much federal interference with the private marketplace.

Improving the efficiency of the current regulatory system, whether by modifying the existing state system, creating an optional federal charter for insurance companies or through the creation of a Federal Office of Insurance Information. National Insurance Act of 2007, S. 40/H.R. 3200 Insurance Information Act of 2008, H.R. 5840 Flood Insurance Reform and Modernization Act of 2007, H.R. 1682, and the Flood Insurance Reform Modernization Act of 2007, S. 2284, which would reauthorize the flood program for 5 years and modernize the program (e.g., require that more insureds pay an actuarial price for coverage). Temporary extension of flood program enacted as part of the Continuing Resolution, P.L. 110-329. We have also addressed the related issue of whether companies offering property insurance and related coverage in coastal areas and participating as "Write Your Own" carriers for the National Flood Insurance Program (NFIP) have properly processed claims arising out of the 2005 hurricanes. H.R. 902, the "Multiple Peril Insurance Act of 2007," which would expand the NFIP to provide wind coverage to coastal residents. Federal Backstop for Natural Catastrophe - H.R. 3355, "Homeowners' Defense Act of 2007," which would create a 3-pronged federal backstop for natural catastrophes. Also, the "Homeowners Insurance Protection Act of 2007," H.R. 91/S. 928, would authorize the Treasury Department to sell catastrophic reinsurance to state catastrophe funds. Study Commissions on Natural Catastrophe Insurance (H.R. 5371/S. 292) under these proposals Congress would authorize a commission to study the various disaster insurance ideas to determine which of them represent the best public policy choices. S. 618/H.R. 1081, the "Insurance Industry Competition Act," which would repeal the McCarran-Ferguson Act's antitrust exemption and subject the insurance industry to Federal Trade Commission regulation.

Specifically, we support the creation of a federal Commission to further study the issue, and efforts that encourage greater mitigation of disaster risks. We have concerns about too much federal interference with the private marketplace.
