Renewable Fuel Infrastructure Investment and Market Expansion Act of 2021 This bill establishes programs and requirements to expand access to renewable fuel. Specifically, the U.S. Department of Agriculture must establish a program to award grants for the deployment of renewable fuel infrastructure as specified by this bill. In addition, the Environmental Protection Agency (EPA) must finalize a 2021 proposed rule titled E 15 Fuel Dispenser Labeling and Compatibility With Underground Storage Tanks . When finalizing the rule, the EPA must eliminate the labeling requirements for fuel pumps that dispense E 15 fuel (i.e., gasoline that contains 15% ethanol).

Generally supported federal programs and policies that encourage production, blending, and use of renewable fuels in the residential and commercial heating sector, including the Renewable Fuels Standard (RFS). Supported increasing the 2023 and future RFS renewable volume obligations for advanced biofuels and expand pathways for biomass to allow greater feedstock availability in the RFS. Advocated general support for increased oil and refined petroleum production in response to Russia's invasion of Ukraine, including use of the Defense Production Act in support of both conventional, renewable, and alternative fuel production. Supported the Renewable Fuel Infrastructure Investment and Market Expansion Act (S.227 and H.R.1542) and version of this bill included in the Build Back Better Act (Section 12006 of H.R.5376), the Lower Food & Fuel Costs Act (Section 401 of H.R.7606), and the Inflation Reduction Act (Section 22003 of H.R.5376). Consulted with the administration and Congress regarding appropriation conditions for release of product from the Northeast Home Heating Oil Reserve under 42 USC 6250b.
