Submitted comments to the Commodity Credit Corporation (CCC) in response to the Biomass Crop Assistance Program (BCAP); Proposed Rule, which was published in the Federal Register on February 8, 2010 (Docket ID: CCC-2010-0001). These comments contained an evaluation of the CCC's various proposals to structure the matching payment subsidy program established under BCAP. These comments were shared with several Congressional offices to make Members aware of the potential impact of this rulemaking.
