NCRA was advocating for H.R. 5285, The Training for Realtime Writers Act of 2019, a standalone bill that sought re-authorization of funding for the Training for Realtime Writers grant program. We were also advocating for two larger education bills--H.R. 4674, College Affordability ACT and H.R. 4646, Improving Access to Higher Education Act of 2019--that sought re-authorization of the grant program within the Higher Education Act (HEA). The purpose of the program is to provide court reporting and captioning schools the opportunity to apply for educational funding. If awarded appropriated funds, court reporting schools will be required to use the funding for the training and recruitment of realtime captioners and court reporters.

NCRA has been working on the issue of broadcast captioning quality with the FCC. Further, NCRA has been working with the FCC's Disability Advisory Committee on issues related to reviewing and renewing existing captioning quality standards for applicability to automatic speech recognition.
