Travel Trailer & Camper Tax Parity Act (Section 70303(b) of the One Big Beautiful Bill Act - H.R. 1, Public Law 119-21) Signed into law on July 4, 2025, the One Big Beautiful Bill Act includes a key RVDA legislative priority-the Travel Trailer & Camper Tax Parity Act. Section 70303(b) amends IRC 163(j)(9)(C) to extend the full floor-plan interest deduction to towable travel trailers and campers, aligning them with motorized RVs. The change corrects a long-standing inequity in the tax code that limited deductibility for most RV inventory, since towables represent nearly 85% of all RVs sold. Beginning with tax years after December 31, 2024, interest on floor-plan financing for qualifying towables will be fully deductible and excluded from the 30% business interest limitation. This RVDA-supported reform improves dealer liquidity, strengthens cash flow during periods of high interest rates, and represents a major federal win following years of industry advocacy.

Travel Trailer and Camper Tax Parity Act In the 118th Congress, Representatives Rudy Yakym (R-IN) and Dina Titus (D-NV) introduced the Travel Trailer and Camper Tax Parity Act (H.R. 332), a bipartisan bill aimed at correcting a longstanding discrepancy in the treatment of floor plan interest deductions for RV dealers. Under current federal tax law, motorhomes qualify for the full deduction of floor plan interest as motor vehicles, while towable RVs (such as travel trailers and campers) do not-limiting the deduction for dealers with more than $29 million in annual gross receipts. H.R. 332 would amend the Internal Revenue Code to explicitly include towable recreational vehicles in the definition of motor vehicle for purposes of the floor plan financing interest deduction. This change would provide tax parity between motorized and towable RV inventory, easing the financial burden on RV dealers and helping level the playing field across the industry. The bill has been referred to the House Committee on Ways and Means and is supported by RVDA as a targeted, industry-specific correction to a technical oversight from the 2017 Tax Cuts and Jobs Act.

The Outdoor Recreation Roundtable (ORR) -- which includes RVDA -- supports the Americas Outdoor Recreation Act (AORA) S.183, which was reintroduced in the 118th Congress with strong bipartisan support. RVDA urges swift approval of this bill so that many more Americans can enjoy outdoor spaces and their associated benefits to health and wellness. This legislation would implement policy changes and encourage private investment in public land infrastructure. Benefits include: increasing the number of EV charging stations so our customers who are buying Ford Lighting, RIVIAN, and other electric tow vehicles are able travel without range anxiety -- modernize permitting that recreation infrastructure projects can be completed more quickly -- provide broadband capacity in front country areas of public lands to aid visitors and improve safety -- encourage public-private partnerships to renovate and expand campgrounds on public lands.

RVDA supports reintroduction of the bipartisan Travel Trailer and Camper Tax Parity Act (2021-22 Session H.R. 3552) to fix a provision in the tax code so all types of RVs, including travel trailers, are treated equally. The bill has the strong support of RVDA and RVIA. These made-in-America products will play a vital role in our economic recovery, but one provision in the tax code is putting certain RVs at a disadvantage by not allowing floorplan interest deduction for campers/trailers. This commonsense bill would fix that by restoring tax parity so all types of RVs - including travel trailers and campers - are treated equally. This correction fixes an oversight that was made when Congress enacted like the Tax Cuts and Jobs Act in 2017.

Recreation Not Red Tape S1874 The Recreation Not Red-Tape Act will improve the experiences of these RVers by making recreation a priority on federal lands, improving recreational access, and removing unnecessary barriers so all Americans can enjoy outdoor recreation experiences. Simplifying Outdoor Access for Recreation (SOAR) Act (H.R. 3670). This important legislation is strongly supported by RVDA. The industry feels a sense of urgency behind moving this bill that will help ensure the continued growth of this vibrant sector while helping to manage overcrowding at some recreation locations, as well as guarantee relief for businesses and communities hard-hit by the COVID-19 pandemic and those struggling with the impacts of climate change. The SOAR Act is a pillar piece of bicameral and bipartisan recreation legislation, and strongly RVDA encourages its passage and timely consideration by the full House of Representatives.

Prevent Auto Recycling Theft (PART) Act, introduced by Senators Amy Klobuchar (D-Minn.) and Ron Wyden (D-Ore). This bill would assist law enforcement in their efforts to thwart rising catalytic converter theft by providing a national framework that would mark catalytic converters, establish federal criminal penalties, and create a more transparent market that deters its theft. This is a similar bill to H.R. 6394 which RVDA also supports. Motor Vehicle Dealer Trade Regulation Rule - FTC NPRM. RVDA submitted comments pointing out problems and inconsistencies in the proposed FTC rule.

S 3266 - Outdoor Recreation Act This bill provides for additional recreation opportunities and facilitates greater access to federal public lands. If the public does not need to obtain a permit or reservation to access an existing picnic area, neither the Department of the Interior nor the Department of Agriculture (USDA) may require an outfitter or guide serving fewer than 40 clients to obtain a permit to access that site. Interior and USDA shall construct and designate shooting ranges on National Forest System land and public land administered by the Bureau of Land Management for the public to use for recreational target shooting. Interior and the Forest Service shall enter into an agreement with the Rural Utilities Service to install or construct broadband internet infrastructure at recreation sites on federal land. The Bureau of Reclamation shall establish a competitive grant program to provide grants to conduct inspections and decontamination of watercraft in reservoirs operated and maintained by Interior, including to purchase and operate a watercraft inspection and decontamination station. Interior and USDA shall establish a pilot program under which Interior or USDA may enter into an agreement with a private entity providing for capital improvements (including the construction of structures and improvements), management, and maintenance by the private entity of a campground on federal land.

Travel Trailer and Camper Tax Parity Act (H.R. 4349) Under tax reform legislation signed into law in December 2017, a deduction for interest paid on RV dealer inventory inadvertently excluded non-motorized travel trailers. The House and Senate versions of tax reform legislation specifically intended to include towable RVs as motor vehicles, but the final version of the Tax Cuts and Jobs Act (TCJA) simplified the definition of motor vehicles. As a result, the full tax exemption now only applies to RV motorhomes, putting the RV travel trailer industry at a disadvantage and forcing larger dealers to use different accounting rules for trailers and motorhomes. According to the RV Industry Association (RVIA), approximately 88 percent of RVs sold are travel trailers. The Travel Trailer and Camper Tax Parity Act would restore the full deductibility of inventory financing interest for all types of RVs, including motorhomes, travel trailers, and campers, as originally intended by Congress.

Opposition to New Tax Information Reporting Proposal RVDA signed onto a letter with 100+ other national associations to express our strong opposition to the proposed new tax information reporting regime as described by the Department of Treasury, that would impact almost every American who has an account at a financial institution. The proposal will require providers of financial services to track and submit to the IRS information on the inflows and outflows of every account above a de minimis threshold of $600 during the year. Intended to help the IRS target wealthy tax dodgers, the unintended consequence is the overly broad proposal will directly impact almost every American and small business with an account at a financial institution. This proposal would create serious financial privacy concerns, increase tax preparation costs for individuals and small businesses, and create significant operational challenges for financial institutions. While recent proposals suggest that increasing the de minimis threshold to $10,000 is less objectionable, this is a flawed assumption and will not significantly reduce the scale of this new IRS program.

Americas Outdoor Recreation Act S 3266 With 11.2 million households now owning an RV and a growing number of renters, the demand for camping has reached a critical level. Without safe and adequate campgrounds, we severely hamper the $140 billion American-made RV industry. To address unprecedented demand, its imperative that we work together to sustainably modernize and expand campgrounds across the country. The bipartisan Great American Outdoors Act of 2020 was an important first step towards acknowledging the importance of outdoor recreation to the U.S. economy and Americans health by addressing longstanding maintenance backlogs negatively impacting public lands, including campgrounds that RVers rely on every day. The bipartisan Americas Outdoor Recreation Act expands upon GAOA by providing additional tools to directly address RV industry and outdoor recreation needs by: Providing technical and financial assistance to gateway community campgrounds to help respond to unprecedented demand. Extending public land shoulder seasons to allow people to enjoy parks and campgrounds longer, while spreading out visitation. Bringing much-needed broadband/Wi-Fi to front country sites for public safety and visitor needs. Establishing pilot programs to utilize industry expertise to repair and modernize campgrounds on federal lands. These partnerships are proven ways to create jobs and help strained federal land agencies sustainably reopen, operate, and modernize campgrounds across the country.

The Travel Trailer and Camper Tax Parity Act would restore the full deductibility of inventory financing interest for all types of RVs, including motorhomes, travel trailers, and campers, as originally intended by Congress.

The Small Business Expenses Protection Act of 2020, S. 3612. Legislation introduced in the Senate would overrule an IRS notice and clarify that ordinary expenses funded by Paycheck Protection Program (PPP) loans are deductible by taxpayers. The House bill, called the Paycheck Protection Flexibility Act, H.R. 7010, extends from eight weeks to 24 weeks the time PPP recipients have to spend their funds. The measure also lowers to 60% from 75% the portion of PPP funds borrowers must spend on payroll costs to qualify for full loan forgiveness. That change would allow borrowers to direct more funds to costs such as rent and utilities

Met with Department of Interior Acting Secretary David Bernhardt. U.S. Acting Secretary of the Interior David Bernhardt signed a secretarial order to establish a Departmental task force to facilitate and prioritize the implementation of S. 47, the John D. Dingell, Jr. Conservation, Management, and Recreation Act (Dingell Act). The bill was made up of more than 100 individual bills that were introduced by 50 Senators and several House members. The Interior Department had advocated for in concept or worked with Members of Congress on many of the individual provisions that made up the package.

Inadequate federal campgrounds and deteriorating or closed roads, bridges and facilities negatively impact visitor experiences and RVers in particular. To address these issues, Congress must address the $11.6 billion maintenance backlog in our National Parks-and that is just what the Restore Our Parks Act (S.3172) and the Restore Our Parks and Public Lands Act (H.R.6510) will do. These bipartisan bills offer a solution to modernize and update our National Parks, including campgrounds.

2017's tax reform bill provided much needed relief for small businesses; however, a last minute definition change in one section of the bill unintentionally resulted in effectively removing travel trailers from the definition of motor vehicle for the purposes of floor plan financing interest deductibility. Made during the House-Senate conference, this change unintentionally disadvantaged the RV travel trailer industry, by limiting the deductibility of the RV trailer dealers floor-plan costs. New legislation, the Travel Trailer and Camper Technical Corrections Act (H.R.6969), has been introduced to ensure that towable RVs are included in the floor plan interest financing deductibility. Contact your Congress members and urge them to support the legislation.

The bipartisan Recreation Not Red-Tape Act (S. 1633) will improve the outdoor recreation experiences of RVers nationwide. Heres why: RVers increasingly face overcrowding and reduced access to federal lands. Outdoor recreation is the number one driver of economic activity on federal lands and many rural communities and the U.S. economy greatly benefit from the outdoor recreation industry. The RNR Act will make recreation a priority on federal lands by removing barriers to outdoor recreation experiences and make it easier for more Americans and international visitors to enjoy Americas public lands and waters. Of interest to the RV industry, this bill extends the recreation season to help with campground overcrowding and promote healthy recreation experiences.

Lobbied for Congress to Support SJ Res 57 to repeal the CFPB Vehicle Lending Guidance. Rejecting the CFPB guidance was necessary because: The CFPB guidance was issued without any prior notice, opportunity for public comment, or consultation with the federal agencies Congress authorized to regulate dealers. The vehicle finance industry strongly supports fair-lending protections and has promoted a fair-credit compliance program based on a model that effectively manages fair-credit risk while preserving discounts on credit for consumers. S.J. Res. 57 does not affect fair lending statutes or implementing regulations. Preserving discounts for consumers keeps RV and auto loans accessible and affordable. The CFPB admits it never analyzed the impact of its guidance on consumers. Subsequent analysis revealed that the guidance would increase vehicle financing costs.
