These hospitals experience chronic underpayments from public payers, like Medicaid. Maintaining the Special Medicare Status of Certain Rural Hospitals Special Medicare designations for certain rural hospitals preserve patient access to emergency, acute care, and other services largely in rural communities across Upstate New York; The Sole Community Hospital (SCH) and Critical Access Hospital (CAH) permanent programs should be fully protected as currently delineated.
