1). During the first quarter of 2013, UMDNJ's advocacy on sequestration was focused on educating Members of Congress and congressional staffs about the damaging financial impact of sequestration on medical research and clinical care. 2). Advocated the congressioanl passage of the FY 2013 Continuing Resolution, H.R. 933, which extends federal spending authority through September 30, 2013.3). Monitored the drafting of the FY 2014 House and Senate budget resolutions which were drafted independently by the House and Senate Budget committees and subsequently passed by their respective parent bodies. Advocated against the House Budget Resolution which proposes a federal budget that would reduce federal Medicaid spending by $756 billion over 10 years, and slow federal investment in biomedical research. 4). Pending the submission of the Administration's FY 2014 budget proposals, advocated for congressional support for adequate appropriation support for Federal programs important to UMDNJ. These programs include the NIH, NSF, HRSA, CDC, and many others which support research and clinical initiatives at the University. 5). Monitored supplemental appropriations request H.R. 152, for recovery efforts related to Hurricane Sandy.
1). Requested Congressman Pallone to review a drafter letter which asks the NIH director to identify the agency's plans for soliciting research into the Exserohilum Rostratum Meningitis epidemic which is impacting several states. Dr. Perlin, director of the UMDNJ Regional Biocontainment Laboratory, requested the matter be brought to the congressman's attention. 2). Advocated for congressional legislation, "Medicare Access to Radiology Care Act," H. R. 1148, which would allow facilities tobill Medicare for medical imaging services performed by qualified radiologist assistants under the direction of a supervising radiologist. Secured Congressman Pascrell to be an original sponsor of the legislation. The legislation is of interest to the UMDNJ-School of Health Related Professions, Radiologist Assistants Program. 3). 1. Advocated the congressional passage of legislation to advert the Fiscal Cliff, known as the American Taxpayer Relief Act (H.R.8). The legislation adverted scheduled income tax increases, and postponed until March 1, 2013 the spending reductions required by the sequestration process which if allowed to go into effect will impact many federal programs important to UMDNJ's missions, including the NIH, CDC, HRSA and many others. H.R. 8 also avoids an automatic 26.5 percent reduction in Medicare payments to physicians by extending current Medicare payment rates through December 31, 2013. 2. While federal agency spending is level-funded through a Continuing Resolution set to expire March 31, 2013, UMDNJ continued to advocate for adequate FY 2013 appropriation levels for many programs important to the University's mnissions, in preparation for when the Congress finalizes the FY13 appropriation process. Priority programs advocated by UMDNJ include the NIH, CDC, HRSA, NSF and the Substance Abuse and Mental Health Services Administration programs. 3. Monitored supplemental appropriations request for recovery efforts related to Hurricane Sandy.
1. Advocated for Congress to consider HR 3032, which would recognize radiologists assistants as a Medicare provider. This legislation impacts the UMDNJ-School of Health Related Professions. 2. This issue impacts The Cancer Institute of New Jersey and University Hospital.
1. Advocated consideration of HR 6352, the Physcian Shortage Reduction and Graduate Medical Education Accountability and Transparency Act, which increases the number of residency slots by 15 thousand over five years and S.1627, The Resident Physician Shortage Act of 2011. These bills address the nation's projected shortage of physicians.
1. Advocated for the NJ Congressional Delegation to become members of the Congressional Academic Medicine Caucus, whose mission is to educate other congressional members on the unique health care, research and training missions of teaching hospitals and medical schools. Issues and policies advocated by the Caucus are important to the missions of UMDNJ, its consituent schools and University Hospital.
