End Taxpayer Funded Cell Phones Act of 2016 This bill prohibits a provider of commercial mobile service or commercial mobile data service from receiving universal service support under the Communications Act of 1934 through the Federal Communications Commission's (FCC's) Lifeline program, which provides subsidies for discounts on monthly telephone or broadband service (e.g., Internet service on mobile phones) to qualifying low-income consumers. The FCC must continue to collect universal service contributions from telecommunications carriers through 2017 based on mobile service support provided in 2016 despite the bill's prohibition on Lifeline universal service support for mobile services. But the amounts collected for mobile services must be deposited in the Treasury for deficit reduction instead of being distributed for universal service support.

Support the expansion of the FCC Lifeline program to include Broadband Support broadband deployment, adoption, and competition, to communities which have limited or no internet access. Support HR 2638 / S 1472 Support the promotion of racial, gender, and ethnic diversity in all media Support the capping of inter- and intra-state rates for prison phone calls Oppose legislation which would undermine a March 2014 decision by the FCC by grandfathering agreements among broadcasters which otherwise violate media ownership limits. To the contrary, we support the FCCs decision to count Joint Sales Agreements (JSAs) toward ownership determinations for full power television stations. Support S. 2235 Support increase in minority owned media. Support the FCC exerting its authority and safeguarding consumers both inside and outside prisons by addressing the following issues put forward in the most recent NPRM: 1) advanced communications, including video visitation; 2) international calling rates; 3) the communications rights of deaf, hard of hearing, and disabled inmates; 4) ensuring the limits on ancillary fees are effective for all communications; and 5) regular data collection in the prison communications industry. Support the investigation into the continued and largely unregulated use of Stingrays by law enforcement officials, to remedy the lack of data and transparency about these devices, and to act swiftly to prevent the disproportionate harms that the use of these devices by law enforcement officials can pose to historically disadvantaged communities. Support FCC carefully examining the privacy interests of historically disadvantaged communities; developing broadband privacy rules consistent with the Civil Rights Principles for the Era of Big Data; Privacy protections should be made equally available to all consumers, regardless of whether they are rich or poor, using fixed or mobile connections. Universal Service Reform: WTA lobbied on the FCC's March 2016 USF Reform Order, specifically aspects of the ACAM model and the modified Rate-of-Return path. WTA also discussed the issues raised in response to the USF Reform Order's Further Notice of Proposed Rulemaking which covered the type of expenses that are deemed eligible for USF reimbursement, the Tribal Broadband Plan, and reporting requirements. WTA lobbied policymakers in support of the Alaska USF Plan and the National Tribal Telecommunications Association's (NTTA) tribal broadband factor. The former is a plan developed specifically for determining how Alaska telcos receive USF distribution reimbursements while the latter seeks to provide additional USF support to Tribally-owned telecommunications companies and other telecommunications companies providing telecommunications and broadband Internet access service on Tribal lands. WTA staff continued expressing support for reforming the way Americans contribute into the Universal Service Fund to make it more equitable for everyone who must contribute while also lowering the actual rate at which individuals contribute. The association also lobbied on reforms to the Lifeline program at the FCC, including the Association's petition for reconsideration in response to the FCC's USF Lifeline Order. It also discussed with lawmakers, H.R. 4884, the CURB Lifeline Act, H.R. 5525, the End Taxpayer Funded Cell Phones Act. Rural Call Completion: WTA lobbied in support of S. 827 and H.R. 2566, Improving Rural Call Quality & Reliability Act of 2015. The legislation addresses the issue of calls not being completed to rural areas and calls on the FCC to set standards for Least Cost Routers. WTA also supported S. 2283, The Small Business Broadband Deployment Act of 2015, which exempts for 5 years any small business broadband Internet provider with no more than 250,000 subscribers from the Open Internet Order's enhanced transparency measures. H.R. 4596, the Small Business Broadband Deployment Act is House companion. H.R. 2666, No Rate Regulation of Broadband Internet Access Act, which prohibits the FCC from regulating rates charged for broadband Internet access service. Lobbied in support of the Rural Utilities Service's Telecommunications 2017 Budget. FCC Reauthorization Legislation, S. 2644 would reauthorize the FCC.
