This bill, while containing several worthwhile proposals, should not be mistaken for what is needed. The FIRST STEP Act is not sentencing reform, and the concern -- a very valid concern -that enactment of this legislation will allow some lawmakers to say that they have addressed our nations problem of over-incarceration leads the NAACP to oppose this legislation. While we understand the temptation to support legislation that endeavors to reform our prison system, we believe that this particular bill would do more harm than good and would have unintended consequences that ripple into the future.
