Support H.Res. 339. Support reducing maternal mortality. Support H.R. 894. Support increased funds for AIDS awareness, prevention & treatment. Support a strong and robust Medicaid program. Oppose cuts to Medicaid. Support efforts to advance health equity in the establishment of health insurance Exchanges and the certification of Qualified Health Plans (QHPs) as prescribed in the Affordable Care Act. Support the Health Equity and Accountability Act; support H.R. 2945. Support robust implementation of the data collection requirements of the Affordable Care Act (ACA) . Ensure that the rules surrounding the creation of Accountable Care Organizations under the ACA improve the quality of our healthcare system overall by delivering coordinated, patient- and family-centered care, and greatly advance the effort to achieve health equity. Oppose H.R. 3541, the "Susan B. Anthony and Frederick Douglas Prenatal Non Discrimination Act". Support designating September as National Childhood Obesity Month. Support H. Res. 339. Support the inclusion of prohibitions on discrimination on the basis of race, color, national origin, disability, age, sex, gender identity, or sexual orientation in the establishment of health insurance Exchanges and the certification of Qualified Health Plans as required by the Affordable Care Act. Oppose the Center for Medicare and Medicaid Services (CMS) proposed regulations that would require private Medicare plans (Part C and D) to translate written materials only into languages spoken by 10% of the population in the plans service area. Rather, the NAACP strongly urges CMS to consider an alternative standard of 5% of the general population or 500 individuals served in the service area, whichever is smaller to ensure that every American can access Medicare services. Support H.R. 1880, the Status Report on the 30th Anniversary of HIV/AIDS Act. Support full funding for funding for domestic HIV/AIDS programs. Support Needle Exchange programs. Support H.R. 2086 / S. 2149, the Medical Debt Responsibility Act, which requires that credit agencies to remove FULLY paid or settled medical debt from credit reports within 45 days. Oppose legislation which would impose unprecedented burdens on parties in cases involving a wide array of federal protections in areas such as environmental, consumer, health care, and civil rights laws. Oppose H.R. 3041, H.R. 3862, and H.R. 1996. Support the HEART for Women Act (S. 438/H.R. 3526). Support a long term transportation bill which will: 1.Preserve and expand existing programs that fund essential transportation options bicycling, walking, and public transportation. 2.Expand access to quality transportation jobs for the chronically-unemployed, low-income people, individuals with disabilities, women, and communities of color. 3.Strengthen enforcement of existing civil rights provisions. 4.Improve transportation outcomes through strategic planning with measures that promote economic and social equity. 5.Reform transportation funding to lower household expenses and foster community development. Express concern about a state-based benchmark approach to implementing the Essential Health Benefit (EHB) package. In particular, we believe that flexibility without robust anti-discrimination enforcement mechanisms will undermine critical civil rights protections in the Affordable Care Act (ACA). Oppose a repeal of the Community Living Assistance Services and Supporters program. Oppose HR 1173. Oppose the Red Tape Reduction and Small Business Job Creation Act" (H.R. 4078), which includes the Regulatory Freeze For Jobs Act, the Midnight Rule Relief Act of 2012" (H.R. 4607), and the Sunshine for Regulatory Decrees and Settlements Act of 2012 (H.R. 3862), among other harmful bills. Support LGBT designation as a health disparity population by the National Institute for Minority Health and Health Disparities (NIMHD). Urge Congress to take a balanced approach, invest in strategies that create job growth, lift children and families out of poverty and ensure racial and ethnic minorities are not disproportionately adversely impacted. Strategies include full funding for the Affordable Care Act to protect all provisions in the law, and especially for expansion of Medicaid, establishment of Exchanges, subsidies for people with low incomes and small businesses, and for the Prevention and Public Health Fund; retaining the structure of the Medicaid program so that it remains an entitlement program to provide states with sufficient financial resources to administer their Medicaid programs for underserved communities experiencing health disparities; level funding for the REACH US Program to advance community driven strategies and interventions for the elimination of racial and ethnic chronic disease health disparities and enhance the capacity to conduct evaluation, increase dissemination, facilitate Technical Assistance and mentoring for other federal initiatives; the Public Health Prevention Fund and Community Transformation Grant program must be fully funded in order to effectively reduce the incidence of costly chronic diseases, help improve health, address health inequities, and control health-care spending; an increase in funding from the Presidents request to support its efforts to promote community solutions to eliminate health disparities, improve the diversity and cultural competency of the health-related workforce, and ensure access to quality, culturally and linguistically appropriate care; sufficient funding to accomplish HHS's overall data collection mission; the HHS Office of Civil Rights' needs additional funding to ensure that it has the staff and resources to appropriately investigate and enforce these critical laws; more funding is needed for the HHS Office of Minority Health to ensure these offices have the staff and resources needed to carry out their mission; and investing in the The Healthy Food Financing Initiative. Support requiring the FDA to report on the availability of new drug and device safety and efficacy data by sex, age, and racial and ethnic subgroups. Support the Cardin-Cochran amendment to MAP-21, which gives local governmentsthose closest to the needs of their constituents and communitiesan opportunity to weigh in on how states spend their Additional Activities federal transportation dollars. Support federal support for school-based health centers in the Presidents Budget for Fiscal Year 2014. Support the State Paid Leave Fund. Strongly support the prominence given to the goal of reducing health disparities in the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programss structure; however, we are concerned that the meaningful use requirements as proposed are inadequate to achieve this outcome. Specifically, we support the incentive programs reinforcing federal civil rights and health information privacy laws; the incentive program requiring robust demographic data collection and use, including disability status data collection, sexual orientation and gender identity data collection, and geographic information; and the incentive program should build linkages with existing health disparity strategies. Support ensuring that pregnant workers are not forced out of their jobs unnecessarily or denied reasonable job modifications that would allow them to continue working and supporting their families. Strongly support H.R. 2086 and S. 2149, the Medical Debt Responsibility Act. Oppose policy "riders" on the Commerce Justice Science Appropriations bill for FY 13 which would prohibit the US DoJ from supporting legal efforts to implement the Affordable Care Act. Support the nomination of Dr. Kimberly Jeffries Leonard to serve as Director of the Center for Mental Health Services within the Substance Abuse Mental Health Services Administration. Support the use of federal funding for syringe access programs in the FY 2013 Labor-Health and Human Services-Education (LHHS) Appropriations bill. Support full implementation of all provisions in the Affordable Care Act, in particular full implementation of the Medicaid expansion in 50 states and the District of Columbia. Support a revised health disparity population designation methodology that draws on the existing evidence base on lesbian, gay, bisexual, and transgender (LGBT) health disparities and leads to the LGBT population being formally designated as a health disparity population. Support full funding for the implementation of the Affordable Care Act: funding should be protected for all provisions in the law, and especially for expansion of Medicaid, establishment of Exchanges, subsidies for people with low incomes and small businesses, and for the Prevention and Public Health Fund. Support $54 Million for the REACH (Racial and Ethnic Approaches to Community Health) Program in Fiscal Year 2013. Support an increase in funding above $41 million to support the efforts of the efforts of the Office of Minority Health (OMH) to promote community solutions to eliminate health disparities, improve the diversity and cultural competency of the health-related workforce, and ensure access to quality, culturally and linguistically appropriate care. Support sufficient funding to accomplish the Department of Health and Human Service's overall data collection mission. Support additional funding for the HHS Office of Civil Rights (OCR). With the elevation of the Office of Minority Health to the Office of the Secretary and creation of six new offices of minority health throughout HHS, more funding is needed to ensure these offices have the staff and resources needed to carry out their mission. Support the Healthy Food Financing Initiative, which serves to improve access to healthy food in low-income communities across the country by providing loans and grants to open new supermarkets and fresh food retailers to improve access to healthy food in underserved areas. President Obamas budget request includes $285 million for HFFI, which includes $10 million at the Department of Health and Human Services (HHS), $25 million in Community Development Financial Institutions funding at the Department of Treasury, and a $250 million set-aside request within the broader $7 billion New Markets Tax Credit program for HFFI. The budget also calls for the Department of Agriculture (USDA) to target additional resources toward the overall goals of combating food deserts and increasing access to healthy food. Investing in HFFI would promote increased access to healthy food, create new jobs, improve health, and generate new economic opportunities in low-income communities across the nation. Advocated that the United States use its stature and position to have the NAACP policy agenda included in any and all relevant United Nations' treaties and other compliance documents. Support language that permits the use of federal funding for syringe access programs in the FY 2013 Labor-Health and Human Services-Education (LHHS) Appropriations bill Offered the following comments on the Physical Activity Guidelines Midcourse Report: Strategies to Increase Physical Activity Among Youth: Walking programs and options for youth need an even higher and more completely developed priority; Other potential health and social co-benefits of walking should be at least mentioned; The Midcourse Report should more emphatically underscore the importance of a supportive built environment and policies that make walking for all youth the easy and attractive choice; and that this Midcourse Report serves a valuable and appreciated purpose in itself, but should also help set the stage for regular, comprehensive revisions of the U.S. Physical Activity Guidelines. Those revised Guidelines should give serious consideration to an emphasis on walking.

Specifically, we support the incentive programs reinforcing federal civil rights and health information privacy laws; the incentive program requiring robust demographic data collection and use, inlcuding disability status data collection, sexual orientation and gender identity data collection, and geographic information; and the incentive program should build linkages with existing health disparity strategies.
