Black Maternal Health Momnibus Act of 2021 This bill directs multi-agency efforts to improve maternal health, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations. It also addresses maternal health issues related to COVID-19 (i.e., coronavirus disease 2019). The Department of Health and Human Services (HHS) and other specified departments must address the social determinants of maternal health, which include child care, housing, food security, transportation, and environmental conditions. The bill also extends to 24 months postpartum eligibility for the Special Supplemental Nutrition Program for Woman, Infants, and Children. Additionally, HHS and other agencies must take actions to grow and diversify the maternal health workforce. To increase access to maternity care, HHS and other agencies must (1) award specified grants; (2) test an alternative payment model for perinatal care under Medicaid and the Children's Health Insurance Program (CHIP); and (3) support training, technology, and telehealth initiatives. The bill also increases research and data collection on maternal morbidity and mortality, particularly among tribal populations and minority groups. The Bureau of Prisons and the Department of Justice must establish programs to improve maternity care for incarcerated populations. The Medicaid and CHIP Payment and Access Commission must also report on the impact of Medicaid ineligibility for pregnant and postpartum prisoners. Additionally, as a condition for certain grants, states and territories must have laws limiting the use of restraints on pregnant individuals in prisons. The bill also directs activities to mitigate adverse maternal health outcomes associated with climate change and to improve maternal vaccination rates.

Requested to fully rescind 42 C.F.R. #433, 400 which was promulgated in the final days of the Trump administration as an Interim Final Rule (IFR). The IFR largely gutted the continuous coverage protections for Medicaid enrollees during the COVID-19 Public Health Emergency (PHE) passed under Section 6008 of the Families First Coronavirus Response Act (FFCRA). Called on Congress to advance insulin legislation that 1) ensures people without insurance and with private insurance, who are most vulnerable to rationing, have access to the insulin they need and 2) stops insulin manufacturers from charging excessive price. Requested Congress to work to: promote continuous and expanded Medicaid coverage, increase Medicaid funding to the territories, address the Black maternal health crisis, and increase COVID-19 funding; and urged them to support a year-end funding package that advances these priorities. Second correspondence regarding the request for passage of the Mainstreaming Addiction Treatment Act. raise up several areas we see as essential for immediate action before the close of the 117th Congress. These are the critical priorities. 1.Fund essential health care priorities. Promote continuous and expanded Medicaid and CHIP coverage by providing 12 months of continuous eligibility for adults and children on Medicaid and CHIP and 12 months of postpartum coverage through Medicaid. Increase Medicaid funding to the U.S. territories by maintaining the CMS interpretation on Puerto Rico, increasing the block grant allotments for all territories, and maintaining or increasing the federal matching rates to align with the states. 2.Address the Black maternal health crisis by including the Black Maternal Health Momnibus Act (S.346/H.R.959) in end of the year legislation. And increase COVID-19 funding, partnering with federal, state, and local officials to confront the ongoing pandemic. Endorsed Senators Brown, Booker, and Padillas reintroduction of a Senate Resolution Declaring Racism a Public Health Crisis. Shared NACs Mental Health One Pager: Developed with agencies to highlight to Congress the particular mental health needs from Good Shepherds perspective working with clients.
