NETWORK opposes H.Con.Res. 14, the Resolution on the Budget for Fiscal Year 2025. This resolution sets in motion a bill that will substantially expand detention and deportation of law-abiding immigrants who contribute to our communities. NETWORK Lobby for Catholic Social Justice opposed the FULL-YEAR CONTINUING APPROPRIATIONS AND EXTENSIONS ACT, 2025. This bill shifted significant funding from human needs programs to fund the major expansion of family detention. NETWORK opposed S. 5, the Laken-Riley Bill. The bill raises serious due process concerns by requiring mandatory detention in cases where people have been accused of theft and other petty crimes. Additional concerns include the guaranteed right to sue for states that disagree with federal immigration policy (including threatening the exclusions of visa to entire countries). NETWORK strongly opposes H.R. 1 for many reasons including spending approximately 900 billion dollars in immigration enforcement, detention and deportation which will separate families and terror law-abiding immigrant communities across the country. NETWORK strongly supports: Protecting Sensitive Locations Act (H.R. 1061) which would prohibit enforcement actions like arrests or searches at places such as schools, hospitals, churches, courthouses, DMVs, and homeless shelters. American Dream and Promise Act of 2025 (H.R. 1589) which would provide a pathway to citizenship to Dreamers, undocumented immigrants who were brought to the United States as children. It would also include recipients of Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) beneficiaries. Religious Workforce Protection Act (H.R. 2672 / S. 1298) which would amend immigration law to allow foreign-born religious workers (R-1 visa holders) to remain in the U.S. past the current 5-year limit while awaiting permanent residency (EB-4) approval, preventing mandatory one-year departures. Protect Vulnerable Immigrant Youth Act (H.R. 3763 / S. 1965) which would eliminate employment-based visa caps for abused, abandoned, and neglected children who are classified as special immigrant juveniles. The Dream Act (S. 3348) which would provide a path to lawful permanent residency and eventual citizenship for undocumented immigrants brought to the U.S. as children, known as "Dreamers". The Dignity for Detained Immigrant Act (HR 6397) which would reform the U.S. detention system by ending mandatory detention, prohibiting family detention, and phasing out private detention facilities over three years. NETWORK opposes funding proposals for ICE and CBP without adequate protections for communities to stop oppose and mass deportations. These agencies are not living up to obligations to conduct themselves with humanity and care for individuals. Rather they are unaccountable agents who disregard basic standards of human dignity and care. They should not be funded unless they overhaul operations and apply basic policing standards to their work. NETWORK Lobby strongly opposed the budget resolution and legislative text of a $70 billion reconciliation bill (Secure America Act, S.2) exclusively focused on immigration enforcement. This bill expands funding for mass deportation and detention of immigrant community members, and fails to include legal protections to ensure immigration enforcement is executed in a humane manner consistent with other law enforcement agencies. NETWORK strongly supports H.R. 1689, a bill to require the Secretary of Homeland Security to designate Haiti for temporary protected status. This is critical to ensure current Haitian TPS holders can remain in the US and have valid work authorization. NETWORK strongly opposes the Deport Alien Gang Members Act, a bill that would drastically expand the federal governments authority to label activists as gang members and expedite their removal.

NETWORK strongly opposes H.R. 1 for many reasons including spending approximately 900 billion dollars in immigration enforcement, detention and deportation which will separate families and terror law-abiding immigrant communities across the country. NETWORK strongly supports HR 6397, the Dignity for Detained Immigrants Act, which would seeks to overhaul the U.S. immigration detention system by ending for-profit detention, abolishing mandatory detention, and prohibiting solitary confinement. NETWORK strongly supports S. 3348, the Dream Act, which would federal proposal to provide a path to lawful permanent residency and eventual citizenship for undocumented immigrants brought to the U.S. as children, known as "Dreamers." NETWORK strongly supports S. 455/H.R. 1061, the Sensitive Locations Act, to prohibit immigration enforcement actions in places vital to community life, such as schools, hospitals, courthouses, places of worship, and social service centers. NETWORK opposes FY 26 funding for ICE CBP with safeguards and protocols that keep communities safe, and require the personal to operate under best practices for law enforcement. ICE and CBP must operate humanely and protect the dignity of all. NETWORK strongly supports the House discharge petition for passage of the Dream and Promise Act, HR 1589. NETWORK strongly supports the El Salvador TPS Act of 2026 (H.R. 10297) which requires the Secretary of Homeland Security to officially designate El Salvador for Temporary Protected Status (TPS) for an 18-month period. RESUME THE DEPARTMENT OF JUSTICE (DOJ) RECOGNITION AND ACCREDITATION (R&A) PROGRAM: The Department of Justice (DOJ) made sudden changes and reassigned officers in the Recognition and Accreditation (R&A) program, leaving the program without proper adjudicators. As of today, the program is no longer processing decisions, impacting legal service providers, the immigrant community, and the livelihood of future and current accredited representatives. PROTECTING SENSITIVE LOCATIONS ACT (H.R.1061/S.455): NAC advocates were asked to send messages to their Members of Congress to pass the Protecting Sensitive Locations Act (H.R.1061/S.455) - one of EAD 2026s focus areas. The proposed federal bill would restrict U.S. immigration enforcement actions (arrests, searches, surveillance) by Department of Homeland Security (DHS) agents within 1,000 feet of sensitive locations, except in exigent circumstances. These locations include schools (pre-K to university), hospitals, places of worship, courthouses, shelters, and food pantries. HILL VISIT: Led MD delegation at Rep Raskins office for Ecumenical Advocacy Days: Protecting People, Peace, and Planet (Protecting Sensitive Locations Act - H.R. 1061 / S. 455, and FEMA Act - H.R. 4669) HILL VISIT: Met with staff of Senator Chris Koons (DE) regarding immigration legislation: Dignity Act (H.R. 4393) SUPPORT SENATE PUSH FOR TPS (Temporary Protected Status) FOR HAITI: Already having passed in the House, the sign-on letter urges the Senate to vote for a three-year extension for Haitian TPS holders. HILL VISIT: Meeting with Senator Van Hollens office (MD) on the Dream Act (S.3348) THE DREAM ACT (S.3348): Invitation sent to advocates to send message urging their MOCs to support the DREAM Act and provide individuals who came to the U.S. as children the opportunity to become citizens. June 15 marked 14 years since immigrant youth and our communities won DACA protections. For more than a decade, this program has allowed hundreds of thousands of our neighbors to pursue a higher education, start businesses, buy a house, and build their entire lives in the only place they have ever called home. GREEN CARD ADVOCACY: Part of Interfaith Immigration Coalition Green Card Press Release: Fran Eskin-Royer, Executive Director of the National Advocacy Center of the Sisters of the Good Shepherd, said: The United States government has announced - without congressional action or federal rule-making - that it intends to constrain the green card application process placing lawful, legal residents at risk of being forced to leave the United States and wait an undetermined length of time for their cases to proceed. How will the federal government suddenly be able to process these cases efficiently and in a timely manner? Imagine leaving your families behind; forced into a now unfamiliar country with no means to support yourself; now at the mercy of two governments. Hows that going to work out? NAC calls on the Trump Administration to rethink and rework its plans and remember that the United States of America is the land of opportunity and welcome. It is an honor to be the destination of choice; let us show some mercy and gratitude. Then we will flourish together.
