Part-Time Worker Bill of Rights Act of 2020 This bill modifies various employment, leave, and pension rules with respect to part-time workers. Specifically, the bill removes the requirement that employees work a minimum number of hours during the preceding 12-month period before becoming eligible for family and medical leave. The bill also sets the maximum length of service on which employers may condition the eligibility of part-time employees for a qualified pension plan (e.g., 401(k) retirement plan). Except as required by an applicable collective bargaining agreement, such service requirement may be no longer than two consecutive 12-month periods of at least 500 hours of service for part-time employees who have reached the age of 21 by the end of such period. The bill further prohibits employers from setting disparate terms of employment or working conditions for part-time employees, including with respect to compensation, notice of work hours, and promotion opportunities, among others. Additionally, the bill requires large employers to offer available, qualified part-time employees additional work hours before hiring new employees for such hours. Among other enforcement methods, employers must maintain three years of certain records related to the requirements of this bill. The bill also provides a private right of action for employees to enforce the nondiscrimination requirements of this bill.

Support HR 3394, the Childrens Act for Responsible Employment. This legislation would remove the exemptions to the Fair Labor Standards Act that allow children to work unlimited hours in agriculture at the age of 12 Support S. 270, the Paycheck Fairness Act, which would close gaps and loopholes in the Equal Pay Act of 1963 to help equalize pay between men and women Support HR 2474 / S 1306, the Protecting the Right to Organize (PRO) Act, which protects the right to join a union Support an additional 30 days to comment on the DoL NRPM RIN 1250-AA10, Nondiscrimination Obligations of Federal Contractors and Subcontractors: Procedures to Resolve Potential Employment Discrimination Support $105 million for the Reintegration of Ex-Offenders (RExO) program, otherwise known as the Reentry Employment Opportunities (REO) program, within the Department of Labors Employment & Training Administration in the FY21 Labor, Health and Human Services, Education, and Related Agencies appropriations bill. Support HR 5991 / S 3358, the Part-Time Worker Bill of Rights, which would afford crucial protections to millions of part-time workers by expanding access to workplace benefits, ensuring that large employers offer current part-time employees access to additional hours before making new hires, and requiring employers to treat part-time and full-time workers equally when they do the same jobs Support legislation to codify the Reentry Employment Opportunities (REO) Program, which currently exists as a pilot program authorized under the Workforce Innovation and Opportunity Act (WIOA). REO provides grants to organizations involved in workforce training, pre-apprenticeship, and apprenticeship programs for formerly incarcerated people, as well as those who will be released within six months In light of COV-19, we should: Update the Stafford Act to allow for individuals to apply for Disaster Unemployment Assistance without exhausting regular UI first, enabling states to avoid spending down their UI trust funds right away Raise the minimum benefit amount to 1.5 the times of the national average state UI benefit ($531) Require states to waive waiting weeks, so involuntarily unemployed workers can receive benefits as soon as possible. Provide emergency administrative funding for state unemployment insurance programs, since need will rise, and the federal government bears statutory responsibility for the costs of state administration. Support workers who need to balance work and new caregiving responsibilities related to coronavirus: This includes steps such as: Expanding the definition of good cause quits to caregiving responsibilities - including if school closures related to the virus affect parents and caregivers ability to work Requiring states to make part-time workers eligible - particularly as more workers may need to work part-time with potential school closures or caregiving responsibilities. Prevent job loss by expanding work-sharing within unemployment insurance. Work-sharing would allow for companies to move full-time workers to part-time status while workers get compensated through UI for reduced hours. Work-sharing exists in only 27 states and the District of Columbia, and should be required for every state, with a generous federal match for administrative costs for new and existing programs Expand the definition of good cause quit to employees refusing an assignment that violates health and safety standards Waive work search requirements so that people can stay home as is recommended by public health officials, especially since job search for many low-paid jobs requires in-person interviews Help states to provide UI-related services such as career counseling and reemployment assistance remotely Make sure claims related to the pandemic dont count against experience rating so that employers are not penalized for cutting back on business for health-related reasons Support Paid Sick Days for public health emergencies and Personal Family Care / Support S. 3415 / H.R. 6150 Support H.R. 2694, the Pregnant Workers Fairness Act, which a clear, predictable rule: employers must provide reasonable accommodations for limitations arising out of pregnancy, childbirth, or related medical conditions, unless this would pose an undue hardship. Support the Providing Americans Insured Days of Leave (PAID ) Act, which would fill the gaps left by the paid sick days and paid leave provisions in the Families First Act and would create permanent paid sick days and paid leave programs Support the Department of Labor, when interpreting the Paid Sick Leave provisions of the Families First Coronavirus Response Act, make every effort to ensure that as many working people as possible are covered by the law Support paid sick leave extension to family caregivers for people with disabilities and older adults because of care provider closure or direct care workers unavailability due to COVID-19 Support HR 6201, the Families First Coronavirus Act, which responds to the COVID-19 (i.e., coronavirus disease 2019) outbreak by providing paid sick leave, tax credits, and free COVID-19 testing; expanding food assistance and unemployment benefits; and increasing Medicaid funding Oppose Amdt. No.1558 to HR 6201; To strike Federally mandated sick pay and paid family leave and replace it with financial support provided through State administered unemployment insurance systems and funds Oppose a proposed EEOC rule that would prohibit federal employees who are union representatives from utilizing official time or paid duty time to represent their co-workers in an EEO matter
