We advocate for the creation of new grant programs to fund port electrification projects to reduce carbon and particulate emissions from port operations. We have lobbied on the Hydrogen for Ports Act (H.R.7065, S.3111), which would create a new grant program to fund hydrogen infrastructure at ports. We lobbied for changes to the Hydrogen for Ports Act to expand the allowable uses of grant funds and improve the efficiency of the grant program. Support pro-offshore wind provisions in the America COMPETES Act (H.R.4521) and United States Innovation and Competition Act of 2021 (S.1260). We lobbied for the inclusion of port electrification funding in budget reconciliation bills.
Reauthorization of the Maritime Administrations activities; National Defense Authorization Act for Fiscal Year 2022; implementation of the Port Infrastructure Development Program (PIDP), which was provided additional funds from the Infrastructure Investment and Jobs Act, including on the NEPA approval administration process.

FY2022 Appropriations: DHS Appropriations - FEMA Port Security Grant Program funding and U.S. Customs and Border Protection funding for CBP resources and staff dedicated to ports and facility issues; Energy and Water Appropriations - Corps of Engineers navigation program; EPA Appropriations - DERA grants and National Estuary Program funding; Transportation, Housing and Urban Development Appropriations for DoT - BUILD grants, Maritime Administration grants, INFRA grants, PIDP grants, and CRISI grant program; Commerce, Justice and Science appropriation: NOAA PORTS program. FY2023 Appropriations: Preparing appropriation request figures for each of the programs mentioned above for FY2022.

The budget reconciliation bill, referred to as the Build Back Better Act, contains significant funding for a new port electrification grant program to help ports purchase electric cargo handling equipment. We held a meeting and are forming a collaborative working relationship with ARPA-E, within the Department of Energy, to discuss zero emission fuels that may be used in the future to power ocean going vessels. The Diesel Emissions Reduction Act grant program is slated to receive funding in the budget reconciliation bill, which would allow ports to replace diesel-powered machines with electric models. The Climate Smart Ports Act, H.R. 501/S. 216, would create a new port emissions reduction grant program. The Climate Action Planning at Ports Act, H.R. 862, would create a grant program to incentivize ports to create and implement climate action plans to reduce greenhouse gas emissions and other air pollutants.
