Global Aircraft Maintenance Safety Improvement Act This bill addresses safety standards related to foreign aircraft repair stations. Among other things, the bill requires that all foreign aircraft repair stations be subject to at least one unannounced safety inspection each year; requires air carriers to submit annual reports to the Federal Aviation Administration (FAA) with respect to heavy maintenance work on aircraft (including on-wing aircraft engines) performed outside the United States; sets forth minimum qualifications for mechanics and others working on U.S. registered aircraft at foreign repair stations; directs the FAA to convene a foreign repair station working group with other civil aviation authorities to conduct a review of the certification and oversight of the stations and to identify any future enhancements to strengthen oversight of such stations; and prohibits FAA officials from traveling internationally if previously mandated final rules on drug and alcohol testing and a threat assessment of employees at foreign repair stations are not implemented, with specified exceptions.

Opposed legislation that would disrupt the relationship between air carriers and their maintenance contractors, impose new and unnecessarily burdensome reporting requirements on air carriers, undermine the global competitiveness of the U.S. aerospace sector and subject the small business-dominated U.S. aviation maintenance industry to potential retaliation by foreign aviation authorities (H.R. 7321). Encouraged parity in enforcement of FAA maintenance manual availability rules (no bill number). Supported creation of a National Center for Advancement of Aviation (S. 1752 and H.R. 3482). Encouraged FAA to confirm policy accepting Aeronautical Repair Station Association's E100 form as a process to develop documentation required for new parts received by an FAA certificated part 145 repair station without an 8130-3 form from the production approval holder. Encouraged FAA to confirm policy that production approval holder must provide 8130-3 form when shipping a new part to an FAA certificated part 145 repair station with European Union Aviation Safety Agency approval.
