PROTECTING SENSITIVE LOCATIONS ACT (S.455 / H.R. 1061): Letter to Congress in support of The Protecting Sensitive Locations Act. Since 2011 the Department of Homeland Security (DHS)s Sensitive Locations policy, also known as the Protected Areas policy, prohibited immigration enforcement actions in places that provided vital services important to well-being. In 2021, DHS announced a protected areas policy that strengthened and clarified the existing policy. However, on January 20, 2025, the Trump Administration rescinded the Protected Areas policy and instead directed immigration officials to use common sense as it applies to immigration enforcement in previously protected areas. The Protecting Sensitive Locations Act would codify the longstanding guidance into law and ensure that future administrations would not be able to so easily dismiss the protections in place. ENDORESEMENT OF PROTECTING SENSITIVE LOCATIONS ACT: Legislation put forward in response to the announced rescission of the Protected Areas policy by the Trump Administration The legislation is mostly the same as last year's version, with a few updates that were made to the policy during the Biden Administration. PRESS RELEASE TO PUBLIC, CONGRESS AND WHITE HOUSE ABOUT IMMIGRANT COMMUNITY: We already are seeing the tears and fears of immigrants and migrants just days into President Donald Trumps second term. These people are our brothers and sisters and never should be an after-thought. Rather, they - and we - must be central to the policies of our government. The executive orders and proclamations issued by President Trump regarding the border and immigrants are extremely tilted toward harsh outcomes over authentic security concerns. The National Advocacy Center of the Sisters of the Good Shepherd calls on the President and the new Congress to step back and search for a way to welcome those who want to build up the United States. We are a large country with much to give. PARTICIPATED IN CATHOLIC SOCIAL MINISTRY GATHERING LOBBY DAY (Jan 28): Helped lead federal MD delegation. Asks included the need to preserve and support humanitarian protections for vulnerable families, including refugee resettlement. OUTREACH TO REP SALAZAR'S OFFICE (R-FL-27): To inquire about any plans to reintroduce two bills introduced in the 118th Congress, the Asylum Seeker Work Authorization Act (H.R. 1325) and the Dignity Act (H.R. 3599), and how NAC could best help in their promotion. REFUGEE RESETTLEMENT PROGRAM: Letter urging the Trump Administration to resume refugee resettlement and restore humanitarian assistance to recently arrived refugees. FUNDING FREEZES FOR PRO-IMMIGRANT CITIES AND STATES: Letter to House expressing opposition to funding freezes for pro-immigrant cities and states. As we and the courts reckon with the Trump administration's funding freezes, we are hearing the House may vote on a bill to give it vast authority to block funding to states and cities that do not facilitate mass deportations. But, unlike the funding freezes, this bill would have Congress's stamp of approval. H.R.32, the "No Bailout for Sanctuary Cities Act" would allow the Trump administration to block education, transportation, housing, food aid, public health, crime prevention and many other forms of federal funding for jurisdictions that don't cooperate with ICE requests. URGE CONGRESS TO ENSURE LEGAL SERVICES TO UNACCOMPANIED MINORS ARE ASSURED GOING FORWARD: This alert invited network members to send letters to their congressperson to ensure federal contracts with lawyers that support UCs are renewed in March 2025 when current contracts end. Children should not have to go before U.S. judges alone. The William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, which passed into law with great bipartisan support, requires that the Department of Health and Human Services ensure legal representation of unaccompanied children (UCs) to the greatest extent possible. It acknowledges that attorneys often serve as the only confidential trusted source to whom children may disclose information about mistreatment. Money to support legal aid to unaccompanied minors was halted February 19. But then HHS resumed these funds on February 21 after a public outcry. HOUSE ADVOCACY AROUND PREVENTING VIOLENCE AGAINST IMMIGRANT WOMEN: Sent targeted advocacy opposing Preventing Violence Against Women by Illegal Aliens Act (H.R. 30) (NAC opposes this legislation as it would expand the circumstances under which domestic violence, child abuse and neglect, stalking, and sex offenses would constitute grounds of inadmissibility, as well as expand the definition of domestic violence to be considered for inadmissibility or deportability grounds. These measures would negatively impact immigrant survivors of domestic and sexual violence, and fail to alleviate the primary barriers to safety and stability experienced by survivors seeking relief under the Immigration and Nationality Act. NAC is especially troubled that this legislation fails to include waivers that take into account the needs of the victim or their family, and that it will limit the discretion that judges can exercise where the equities warrant, including situations where survivors who are inadvertently caught up in the criminal legal system will be harmed.) NAC STATEMENT ON UNACCOMPANIED MINORS ACCESS TO LEGAL REPRESENTATION: NAC called on the Trump Administration to unfreeze funds and allow pub-private partnerships to do their jobs and help vulnerable children safely navigate the U.S. court system. OPPOSE IMMIGRANT DETENTION AT GUANTANAMO BAY: Letter demanding accountability from DHS and ICE regarding the transfer and detainment of immigrants at Guantanamo Bay. The United Nations has condemned Guantanamo Bay for unrelenting human rights violations, and experts confirm it fails to meet U.S. legal standards for detention facilities. Yet, the Trump administration is expanding its capacity to hold up to 30,000 immigrants. Despite using public safety as a justification-many immigrants who have been transported and cruelly detained are classified as low-risk with little to no criminal record. Reports of abuse, inhumane conditions, and suicide attempts among detainees are deeply alarming. To ensure the safety, dignity, and fundamental rights of our immigrant neighbors are preserved, the letter demands immediate accountability, the cessation of transfers, and access to counsel for any who are detained. HOME IS HERE - OPPOSE DHSs HARMFUL REGISTRATION RULE: The sign-on opposes the Department of Homeland Securitys (DHS) Interim Final Rule on Alien Registration (DHS Docket No. USCIS-2025-0004). This harmful rule revives an outdated and dangerous registration requirement for undocumented immigrants, exposing them to detention, deportation, and even criminal prosecution. This rule is part of a long history of anti-immigrant policies that have targeted and terrorized immigrant communities under the guise of registration. Letter sent to DHS and USCIS. U.S. REFUGEE ADMISSIONS PROGRAM (USRAP): Letter urges Secretary Rubio to protect and restore the U.S. Refugee Admissions Program (USRAP) - House members invited to sign on. Led by Congresswoman Ansari, the letter describes how the indefinite refugee ban, termination notices of resettlement contracts, and funding freeze for reception services undermines Americas longstanding commitment to humanitarian protection and places tens of thousands of vulnerable people at risk. Today, newcomers are being denied safety and congressionally mandated assistance. Without action, refugees will remain stranded abroad, recently arrived refugees will be at risk of homelessness, and resettlement offices will close. INTERIM FINAL RULE ON ALIEN REGISTRATION: This sign-on is a comment letter opposing the Department of Homeland Securitys (DHS) Interim Final Rule on Alien Registration (DHS Docket No. USCIS-2025-0004). This harmful rule revives an outdated and dangerous registration requirement for undocumented immigrants, exposing them to detention, deportation, and even criminal prosecution. The letter makes clear that our (Advocacy Organizations) collectively demand: the administration must rescind this rule immediately. This rule is part of a long history of anti-immigrant policies that have targeted and terrorized immigrant communities under the guise of registration. OPPOSITION TO PROPOSED RULE ON MARKETPLACE INTEGRITY AND AFFORDABILITY: The sign-on letter strongly opposes the proposed rule titled "Patient Protection and Affordable Care Act; Marketplace Integrity and Affordability" (CMS-9884-P), published on March 19, 2025. This rule seeks to exclude Deferred Action for Childhood Arrivals (DACA) recipients from the definition of lawfully present, stripping them of their ability to access affordable health care through the ACA Marketplace. This proposed change is a direct and unjust attack on immigrant communities, including members of our campaign and the broader movement advocating for the rights and well-being of undocumented youth. ALERT IN SUPPORT OF UNACCOMPANIED MINORS: Urged network to act to restore legal aid to unaccompanied immigrant children. Request to NAC Constituents to email their representatives and senators to restore critical legal aid to these children so that they are not left to face our complex court system alone, making them susceptible to bad actors and unjust deportation. The Administration failed to renew contracts for programs that provide this vital legal support, leaving the children vulnerable to human trafficking, exploitation, and other harms. USRAP ADVOCACY: NAC sent message to Senate offices, urging members to join a Dear Colleague Letter led by Senator Padilla objecting to the Trump administration's dismantling of the U.S. Refugee Admissions Program (USRAP). The letter describes how the indefinite refugee ban, termination notices of resettlement contracts, and funding freeze for reception services undermines America's longstanding commitment to humanitarian protection and places tens of thousands of vulnerable people at risk. USRAP ADVOCACY: NAC sent message to House offices, urging members to sign a letter led by Congresswoman Ansari urging Secretary Rubio to protect and restore the U.S. Refugee Admissions Program (USRAP). The letter describes how the indefinite refugee ban, termination notices of resettlement contracts, and funding freeze for reception services undermines America's longstanding commitment to humanitarian protection and places tens of thousands of vulnerable people at risk. STATEMENT ON LEGAL AID FOR UNACCOMPANIED CHILDREN: "Unaccompanied Migrant Children Left Vulnerable to Exploitation While in the Governments Care" Statement by Fran Eskin-Royer, Executive Director National Advocacy Center of the Sisters of the Good Shepherd Statement urges Congress to take action to reverse the Administrations distressing March 21 decision to strip critical legal services away from unaccompanied migrant children, ending vital legal aid programs and leaving the children vulnerable to trafficking, exploitation and other harms. DEFERRED ACTION FOR CHILDHOOD ARRIVALS (DACA) RECIPIENT LOBBYING: Advocated with other MD Catholics following the USCCB Changing the Narrative Immigration Conference. Visits focused primarily on bolstering support for DACA recipients.

S. 4361 Securing the Border Act of 2024 - The bill expands Department of Homeland Security (DHS) authority to address the processing of non-U.S. nationals (aliens under federal law) and provides supplemental appropriations for related purposes. Among other provisions, the bill provides DHS emergency authority to summarily remove or prohibit the entry of certain non-U.S. nationals within 100 miles of the southwest land border. DHS may exercise this authority if DHS encounters an average of 4,000 non-U.S. nationals within a seven-day period. If the number of encounters reach certain higher thresholds, DHS must exercise the emergency authority. This emergency border authority expires after three years and may be modified by the President under specified circumstances. Next, the bill establishes an expedited process that authorizes asylum officers to adjudicate certain asylum claims. Among other provisions, these provisional noncustodial removal proceedings impose certain target timelines for determining asylum claims and limit review of denied claims. The bill also establishes a stricter threshold for individuals to remain in the United States pending adjudication of an asylum petition. Migrant Shelter and Services Program Act (pending introduction) Executive Branch A Proclamation on Securing the Border and rule: Encouraged the administration to rescind the rule. The new policy bars access to asylum for most people arriving between ports of entry when the number of apprehensions reaches a certain level. It imposes additional uncertainties and obstacles to asylum building upon existing restrictive policies already in place. The Rule flouts domestic asylum law and the United States obligations under the Refugee Convention, and will face immediate legal challenge in the courts. Circumvention of Lawful Pathways Rule: Encouraged the administration to terminate the rule, increase processing of asylum seekers at ports of entry. Affirmative Asylum Processing: urged a number of recommendations to improve processing of affirmative asylum claims before USCIS. H.R. 9217 S. 4861 Destination Reception Act - Establish the Destination Reception Services Program New Arrival Services Board in the Office of Refugee Resettlement, and to authorize a grant program to provide funding for medium-term services to asylum seekers and parolees in destination States and localities. The grant program would promote self-sufficiency; reduce costs of extended emergency shelter; maximize benefit to new arrivals and host communities; provide diversion from homelessness; and promote the effective navigation and compliance of the immigration process. H.R.1325 - Asylum Seeker Work Authorization Act of 2023: This bill directs the Department of Homeland Security to provide employment authorization for eligible asylum applicants. Currently, such individuals are not entitled to employment authorization but may be granted such by the Department of Justice. H.R. 9649 UNRWA Restoration of Emergency Funding Act - To restore funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). H. Res. 1525 Resolution to Reduce Forced Migration and Displacement - Calling for comprehensive legislation that addresses United States policies contributing to forced migration and displacement, promotes an immigration system that addresses the root causes of migration, reaffirms United States commitment to asylum, and provides a roadmap to citizenship for immigrants living in the United States. Bipartisan immigration bill (yet to be introduced) - Reps. Suozzi and Luttrell bipartisan bill negotiations to enact comprehensive immigration reform. Securing Help for Immigrants through Education and Legal Development (SHIELD) Act (pending introduction): To authorize the Attorney General to provide grants to States, units of local government, and organizations to support the recruitment, training, and development of staff and infrastructure needed to support the due process rights of individuals facing deportation. Refugee Protection Act of 2025 (pending introduction): To provide for the admission and protection of refugees, asylum seekers, and other vulnerable individuals, to provide for the processing of refugees and asylum seekers in the Western Hemisphere, and to modify certain special immigrant visa programs, and for other purposes. Somalia: Urged and welcomed the redesignation and extension of TPS for Somalia for 18 months, from September 18, 2024, to March 17, 2026. Work permit processing: urged administration to clear asylum work permit backlog Refugee Designation for Palestinians: urged the designation of a P2 program for Palestinians. Funding for UNRWA: urged the US to restore funding to the UNRWA. Protections for Haitians: urged the administration to halt deportations to Haiti and implement other protections for Haitians seeking humanitarian protection.

ANTI-IMMIGRANT RHETORIC: Bigoted and dehumanizing anti-immigrant rhetoric has become increasingly rampant in Congress and across American political discourse. Urged President Biden and Congressional leadership to forcefully denounce dangerous anti-immigrant language, and to urge other civic leaders around the country to follow suit. CRISIS IN HAITI: Amidst the worsening crisis in Haiti, urged the Administration to redesignate and extend TPS for Haitians, pause all deportations to Haiti, stop all plans to detain Haitian migrants interdicted at sea at Guantanamo Bay, and to expand key lawful migration, stop all plans to detain Haitian migrants interdicted at sea at Guantanamo Bay, and to expand key lawful migration pathways. AID FOR PALESTINIAN REFUGEES: Urged Administration and Congress to reinstate funding to the United Nations Relief and Works Agency (UNRWA), the principal aid provider for millions of Palestinian refugees in Gaza and the surrounding region. The United States has been UNRWA's largest bilateral donor for over six decades and without its vital support, the agency cannot effectively carry out its role as the largest humanitarian relief agency in Gaza. The timing is crucial as nearly two million displaced Palestinians in Gaza are relying on UNRWAs services to survive. FY25 IMMIGRATION PRIORITIES: Called on Congress to increase appropriations funding for the processing and care of asylum seekers, to increase refugee protections and to enhance our international disaster assistance. The U.S. must address the deteriorating worldwide situation through multiple avenues ensuring the safety and dignity of asylum seekers and refugees. It starts with humanitarian assistance overseas to address root causes and enable people to stay in their home countries. It includes speeding up the review process and hiring more asylum officers. And it ends with addressing the backlog of employment authorization and care for the vulnerable to get these men, women and families on their feet working toward their American dreams. NAC called on Congress and President Biden to expand our welcome and fund a more humane reception system. PROTECTION FOR LONG TERM UNDOCUMENTED RESIDENTS: Urged the President to take all action within his power to protect longtime undocumented residents of American communities from needless removals, especially the spouses of U.S. citizens, DACA recipients, and others with close ties to the U.S. OPPOSITION TO DEPORTATIONS WITHOUT WAIVERS FOR NEW GROUNDS: Expressed opposition to H.R. 7909, which creates new bases to deport immigrants for domestic violence, child abuse and neglect, stalking, and sexual offenses without waivers for the new grounds. This legislation will harm immigrant survivors by increasing the likelihood that criminalized survivors will be swept into the expanded scope of the grounds of inadmissibility or deportability, and creating a chilling effect where victims may decline to seek assistance from law enforcement or services if they fear that it will result in a family member being barred from legal status. ICE ENHANCE STATELESS PROTECTIONS: Letter to Dept of Homeland Security noting that while U.S. Citizenship and Immigration Services (USCIS) has been proactive on stateless protection, ICE has not. Reminded DHS that without ICE's engagement, their commitment to stateless people cannot be fulfilled. Urged ICE to implement the DHS-wide commitment to protect stateless individuals, including by: 1.Adopting the international definition of statelessness, as USCIS has already done: a person who is not considered as a national by any State under the operation of its law. 2.Train relevant ICE officers to recognize indicators of statelessness. 3.Ensure that statelessness is considered as a positive factor in discretionary consideration in situations where ICE officials have jurisdiction. 4. Address extended detention and onerous orders of supervision. 5. Address inadmissibility grounds under INA 212(a)(6)(A)(i). 6. Collect data on stateless individuals. ASYLUM SEEKER WORK AUTH ACT (H.R. 1325) ADVOCACY: Issued multiple action alerts to network asking them to send emails to their House members urging them to co-sponsor and pass the legislation. Also blasted Hill offices twice urging them to attend an educational webinar on H.R. 1325. BREAKING THE LINK BETWEEN HUMAN TRAFFICKING AND FORCED MIGRATION: Promoted and urged network to promote to elected officials NAC's June 6 educational briefing on the link between human trafficking and forced migration. (sent multiple requests for action) Also urged network to advocate for three legislative solutions with their elected officials: oFrederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act (H.R. 5856) - it includes a focus on the root causes of forced migration so that migrants can avoid making the difficult journey to the US where they find themselves vulnerable to trafficking oImmigration Court Efficiency and Childrens Court Act (H.R. 6145 / S. 3178 )- works to better protect unaccompanied migrant children in the immigration court system. Enables the immigration court to serve as a screening checkpoint for children who are at risk of human trafficking oAsylum Seeker Work Authorization Act (H.R. 1325) - reduces the wait time for work permits for those seeking asylum in the U.S. Access to legal work makes asylum seeker less vulnerable to trafficking IMMIGRANT SURVIVOR FOCUSED COMMENT RE: ASYLUM BANS: The Department of Homeland Security (DHS) has proposed an asylum rule that will harm victims and survivors fleeing gender-based violence and seeking asylum in the U.S. The sign-on comment on the proposed rule highlighted the impact on victims and survivors. POSITIVE IMMIGRATION ACTION FOR CAREGIVERS: Letter to President Biden from justice minded organizations to urge his administration to take swift action to protect hard-working immigrant care workers, family caregivers, and American families. Our organizations together represent and advocate for millions of child care workers, direct care workers, early childhood educators, people with disabilities, older Americans, family caregivers, disabled unpaid and paid caregivers, parents, and sandwich generations. Together, we work to build robust 21st century care systems in our country for all of us to thrive with quality care and services and have respect and dignity. IMMIGRATION EXECUTIVE ORDER: Sign-on letter asking the Biden Administration to rescind the recent "Securing the Border" Proclamation/Interim Final Rule and instead support asylum and border policies that live up to our values and affirm the value and dignity of all. NAC ENDORSED KEEP FAMILIES TOGETHER ACT (Legislation that was re-introduced by U.S. Senator Butler). NAC endorsed the legislation as a result of a June 6 constituent meeting. Developed in consultation with child welfare experts, the Keep Families Together Act mandates the prioritization of family unity in immigration enforcement and provides guidelines to ensure that families are kept together throughout the legal process. It also explicitly prohibits the separation of children from their parents at the U.S. border, except in extraordinary circumstances. With guidance from the ACLU, the bill text is slightly updated from the 116th Congress to reflect the Ms. L v. ICE settlement agreement. HELD JUNE 5/6 ADVOCAY DAYS IN DC: Trained and mobilized 35 sisters from across the country to advocate to break the link between human trafficking and forced migration - attended educational briefing and then made lobby visits to their elected officials, advocating for the three pieces of legislation mentioned previously (H.R. 5856; H.R. 6145 / S. 3178; and H.R. 1325).
